Job Description

Role Summary

The Senior Facilities Project Specialist plays a pivotal role in ensuring high-quality operations across all facilities under GMG. The role encompasses regular site inspections, QAQC compliance, preventive and corrective maintenance oversight, energy management, and the development of FM staff capabilities. The position ensures alignment with international and UAE-specific regulations and standards, contributing to operational efficiency, safety, and compliance.

Key Success Drivers including Accountabilities and Responsibilities

1. Conduct regular site visits across all business units (vertical and horizontal), documenting and maintaining QAQC findings.

2. Develop, update, and enforce quality standards for projects and services, ensuring compliance with safety and technical requirements.

3. Maintain traceable QAQC records, ensuring all works/services meet standards, specifications, and manufacturer guidelines.

4. Support the FM team in the PPM process, from vendor engagement to supervision, verification, documentation, and payment.

5. Collect site data to assist in developing spare parts and material matrices, ensuring timely availability of resources.

6. Identify process/service gaps, and assist in developing strategic plans and training programs for improvement.

7. Maintain and update a lessons-learned register, proactively addressing potential issues.

8. Review utility bills and energy consumption data to recommend energy conservation strategies.

9. Train FM staff on prevailing MEP codes, regulations, and industry best practices.

10. Attend periodic progress and technical meetings, providing insights and recommendations.

11. Validate quality of preventive and corrective maintenance, performing spot checks as necessary.

12. Review and comment on contractor and service provider reports.

13. Monitor site inspection plans, approvals, and participate in testing & commissioning activities.

14. Review record drawings, operating manuals, and technical submittals.

15. Maintain NCR logs, risk assessments, and preventive/corrective action plans.

16. Implement HSE policies and ensure regular team training.

17. Liaise with other building service teams, including cleaning and security.

18. Assist in preparing tender documents for maintenance contracts (MEP & civil works).

19. Conduct FM department audits as directed by the FM Director / QAQC Manager. Development Responsibilities

20. Identify gaps in works, products, and processes, recommending preventive and corrective actions.

21. Recommend energy consumption improvements and conservation plans.

22. Identify FM staff training needs and implement technical and soft skills development programs.

People Management

The incumbent is responsible for setting clear objectives and performance targets in collaboration with team members, ensuring alignment with overall organizational goals. This role involves actively mentoring, guiding, and providing direction to the team to cultivate skill development, operational efficiency, and continuous improvement. The incumbent applies structured performance management practices to monitor progress, troubleshoot issues, and drive the team towards achieving periodic KPIs. Through strategic oversight and regular feedback, the incumbent fosters a results-oriented environment, empowering the team to meet and exceed established benchmarks while supporting both individual and collective growth.

Functional/Technical Competencies

Strong knowledge of QAQC, ISO 9001, ISO 14001, ISO 45001, and UAE FM standards (SFG-20, ASHRAE P-180, BICS, SIRA).

Working knowledge of architectural, civil, and MEP drawings, AutoCAD, CAFM systems, and Microsoft Office Suite.

Ability to plan, organize, and prioritize workload efficiently.

Resource and inventory management.

Strong analytical, problem-solving, and troubleshooting skills.

Knowledge of workplace safety, including risk assessments, method statements, and safety data sheets.

Effective communication and presentation skills; ability to manage sensitive issues professionally.

Educational Qualifications

Bachelor's or Master's degree in Engineering (Electrical, Mechanical, Civil) or equivalent.

SOE Card holder with Dubai Municipality and DEWA certification preferred.
