Senior Facility Management Engineer

Role Purpose

The Senior Facility Management Engineer is responsible for the effective operation, maintenance, and performance of public beaches, waterways, and related facilities. The role oversees total facility management contracts and service delivery across hard and soft services, ensuring safe, reliable, sustainable, and cost-effective operations in line with contractual obligations, departmental requirements, and applicable regulations.

Key Responsibilities

• Oversee the day-to-day delivery of total facility management services across public beaches, waterfronts, waterways, and associated public facilities.
• Manage hard services, including mechanical, electrical, plumbing, civil, structural, and specialized waterfront systems, as well as planned and reactive maintenance activities.
• Monitor soft services such as cleaning, waste management, landscaping, pest control, security coordination, and public-area upkeep, where applicable.
• Prepare scopes of work, technical specifications, bills of quantities, tender documents, service-level agreements, and key performance indicators for FM contracts.
• Support tender evaluations, contractor selection, contract award recommendations, mobilization, execution, renewal, variation, and close-out activities.
• Supervise contractors and service providers, review performance reports, conduct inspections and audits, and ensure corrective actions are completed within agreed timelines.
• Track contractor performance against SLAs and KPIs, investigate recurring service failures, and implement improvement plans to raise service quality and operational reliability.
• Ensure compliance with health, safety, environmental, quality, authority, and sustainability requirements, including risk assessments, method statements, permits, and emergency procedures.
• Develop and monitor preventive, predictive, and corrective maintenance plans to minimize asset downtime and extend asset life.
• Manage asset registers, condition assessments, maintenance histories, lifecycle plans, and replacement priorities using appropriate FM or asset-management systems.
• Prepare and control operating and capital budgets, verify contractor claims and invoices, assess variations, and identify opportunities for cost optimization without compromising safety or service quality.
• Coordinate with internal departments, government authorities, consultants, contractors, tenants, operators, and other stakeholders to resolve technical and operational issues.
• Support incident response and business continuity for service disruptions, severe weather, public safety concerns, and emergency maintenance.
• Prepare accurate operational dashboards, technical reports, budget updates, performance reviews, and recommendations for management.
• Promote energy efficiency, water conservation, waste reduction, and environmentally responsible maintenance practices.
• Lead and guide engineers, inspectors, supervisors, and contractor teams while fostering accountability, collaboration, and continuous improvement.

Qualifications and Experience

• Bachelor's degree in Electrical, Mechanical, Civil, or Architectural Engineering from a recognized institution.
• More than 10 years of relevant experience in total facility management, maintenance operations, or FM contract management.
• Demonstrated experience managing both hard and soft FM services in large, complex, or public-facing facilities.
• Experience in public beaches, waterfront developments, waterways, marine environments, public-realm assets, or similar outdoor facilities is strongly preferred.
• Strong knowledge of MEP systems, civil maintenance, HSE requirements, asset management, service contracts, SLAs, and KPIs.
• Proven experience in tender preparation, contract administration, contractor supervision, budgeting, cost control, and performance management.
• Professional certification such as CFM, PMP, LEED, or an equivalent qualification is an advantage.
• Proficiency in relevant FM, asset-management, reporting, and Microsoft Office applications is preferred.
