TITLE: Senior Health Officer (Subject to Funding from Donor)

TEAM/PROGRAMME: Program OperationsLOCATION: Aswan

GRADE: 3 TYPE OF CONTRACT: Fixed Term

CHILD SAFEGUARDING: (select only one)

Level 3: The post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

Role Purpose

This position will oversee the health interventions and implementation in the project activities in Aswan. The senior health officer will be responsible for ensuring that the project interventions contribute successfully towards the implementation of the project plan. S/he will provide oversight and technical guidance in the development, implementation, monitoring and reporting of all health activities conducted under the project in Aswan. This includes developing and implementing technical capacity building plans for Save the Children and partner staff, accountability for quality implementation, and adherence to standard operating procedures. In consultation with the Health technical advisor, s/he will be responsible to provide technical oversight on the health activities implemented through the sponsorship project including its partners.

Save the Children aims to strengthen Egypt's primary health care system in line with the Universal Health Insurance rollout, ensuring equitable access for vulnerable groups including refugees, migrants, women, and persons with disabilities. The project focuses on improving service quality and inclusivity through health system strengthening, community engagement, and innovative delivery models. The project will be implemented over a 24-month period in Aswan, Kafr El Sheikh and in Minya governorates. All proposed activities will be implemented in all three governorates, except for those under Output 1.2, which will mainly target refugees and migrants residing in Aswan. Key priorities include training community health workers with standardized, nationally endorsed guidelines to ensure consistent, high-quality care, and expanding inclusive health awareness and primary care services provision to build trust and improve access for underserved populations. In addition, Save the Children will establish community health committees and lead community campaigns to foster participation, accountability, and health-seeking behaviours. SC will also pilot a model to include refugees and migrants within the national UHIS in Egypt.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Budget Responsibilities: No

Field Travel: The senior health officer is expected to spend at least 70% of his/ her time in the field.

Key Areas Of Accountability

Program Development, Design and Implementation

  • S/he will play a key role in coordinating and monitoring all SCI activities conducted with the national health service providers.
  • Oversee and lead the implementation of the health activities in the project, while ensuring high quality deliverables are implemented and fulfil our obligations to stakeholders at all levels.
  • Support in the development of project design to ensure that the project achieves concrete, measurable results in health and gender equality that lead to positive changes in the lives of targeted children and adolescents
  • Monitor the health interventions in the field sites
  • Lead health projects staff in terms of vision, implementation, planning, and continuous progress monitoring and evaluation, and lead the team in the preparation of the health work plans.
  • Highlight general health issues present in community to the program lead and health TA to take the proper action.
  • Work closely with the health governmental partners on the implementation of the activities.
  • Provide technical support to the health governmental partners on the implementation of the activities.
  • Ensure follow up and monitoring the progress towards the implementation plan and the quality of the activities.
  • Document health development interventions and lessons learnt.
  • Establish and maintain partnerships with government and community stakeholders at the local level.
  • Mainstream health across the different sectors implemented under the project.
  • Continuously report to and engage with the TA on all the above responsibilities.

Capacity Building and Learning

  • Provide technical capacity building support to the project team and partners including training, coaching and technical oversight to support the use of SCI's approaches in health.
  • Develop a platform for cross-learning across team based on after action reviews.
  • Develop locally adapted tools and approaches based on field work experience in Egypt, specifically as these relate to assessment and design and monitoring and evaluation in collaboration with the MEAL team.

Monitoring, evaluation, accountability and learning

  • Ensure that lessons learnt from the health interventions are shared and capitalized on both internally and externally.
  • Work closely with MEAL staff to design and implement needs assessment and project monitoring and evaluations.
  • Work closely with the partners and MEAL on monitoring the project activities.
  • Use and encourage the use of the Quality Benchmarks in all activities.
  • Support the collection of documentation and share information on developing best practice within the PDQ and Operations team, including ongoing programme analysis at field level
  • Identify, promote and manage opportunities for cross-learning for staff in field offices and partner organisations in key areas of relevance to their development.
  • Identify and facilitate staff development opportunities for field office staff in the area of health programming.

External relationships

  • Representation of Save the Children with government partners in Aswan (Ministry of health, Health directorates, primary health clinics, public hospitals, Aswan governorate)

Reporting

  • Compile from the health team in the project and partners concise quantitative and qualitative reports, case studies, etc. on a monthly, and quarterly basis that reflect all health interventions in the program.
  • Contribute to the annual reporting process of the health project activities in Aswan.

Safe Programming

  • Support in the mainstreaming of Save the Children's safeguarding policy within health design and implementation; including identifying and addressing risks to children that are caused/exacerbated by programme design and intervention.
  • Collaborate with the Program Operations teams to ensure that activities are safe for children and adults, and that all steps are taken to ensure their meaningful and safe participation.

Qualifications

  • Bachelor Degree in health or public health;
  • Minimum 5 years experience in health programming in a development program context, having experience in the humanitarian field is a plus.

Experience And Skills

  • Excellent knowledge of health programming
  • Good working knowledge of the public health systems in Egypt.
  • Good knowledge of work dynamics in the selected governorates and familiar with the health trends in the community.
