About the Role

We are seeking an experienced Senior HR & Saudi Labor Compliance Specialist to oversee all HR, manpower, and regulatory operations for our Makkah, Jeddah, Saudi-based company.

The ideal candidate must have strong hands-on experience in Saudi labor law, foreign manpower recruitment regulations, MISA licensing compliance, Saudization planning, and government systems.

This role is flexible candidate may work remotely but must attend in-person meetings at our Makkah, Jeddah office when required.

Key ResponsibilitiesSaudi Labor & Compliance

  • Full knowledge of Saudi Labor Law
  • Manage Qiwa, Muqeem, GOSI, Mudad systems
  • Prepare contracts compliant with KSA law
  • Handle employee transfers, iqama renewals, exit/re-entry
  • Oversee disciplinary actions & documentation
  • Managing employee documentation and compliance audits

Saudization (Nitaqat Strategy)

  • Optimize company's Nitaqat status
  • Plan Saudi hiring to increase points
  • Develop strategic model to legally allow hiring:
  • Pakistan
  • India
  • Bangladesh
  • Nepal
  • Indonesia
  • Ensure compliance while maximizing visa allocation

MISA & Investment Licensing Compliance

  • Manage annual license renewal
  • Ensure activity code compliance
  • Liaise with Saudi government authorities
  • Maintain corporate documentation

Recruitment & Manpower Operations

  • Hire Saudi nationals strategically
  • Manage foreign recruitment process
  • Deal with overseas agencies legally
  • Handle labor office inspections & audits

Tax & VAT Awareness

  • Basic understanding of:
  • Corporate tax (ZATCA)
  • VAT reporting & compliance
  • Payroll taxation implications

Qualifications Required

  • Bachelor's degree in HR, Business Administration, or related field
  • Minimum 3+ years HR experience in Saudi Arabia
  • Proven experience in:
  • Saudi labor law
  • Nitaqat system
  • Manpower visa processing
  • Government portals (Qiwa, Muqeem, GOSI)
  • Strong Arabic & English communication

Working Arrangement

  • Flexible / Remote allowed
  • Must attend strategic meetings in Makkah, Jeddah when necessary
  • Performance-based engagement possible
  • Compensation negotiable (Fixed + Success Incentives preferred)
