Job Description
Job Summary:
Responsible for developing, implementing, and maintaining effective health, safety, and environmental standards across Avanti for Advanced Construction's projects and operations. The role ensures compliance with applicable local laws, regulations, client requirements, and international HSE standards while promoting a strong safety culture throughout the organization.
Responsibilities:
- Implement and monitor Health, Safety, and Environmental (HSE) requirements across assigned projects and construction sites in accordance with company policies, applicable laws, regulations, project requirements, and approved HSE plans.
- Conduct regular site inspections, safety walks, and workplace observations to identify unsafe conditions, unsafe acts, hazards, and potential risks, and ensure timely corrective actions.
- Prepare, review, and implement project-specific risk assessments, Job Safety Analysis (JSA), Method Statements, and safe work procedures for construction activities.
- Ensure that all project activities are carried out in accordance with approved risk assessments, method statements, permits, and HSE requirements.
- Monitor HDD, excavation, lifting, equipment operation, traffic management, confined space, work-at-height, electrical, and other construction activities to ensure safe execution.
- Identify hazards associated with HDD operations, including drilling operations, high-pressure drilling fluids, underground utilities, drilling equipment, pipe handling, lifting operations, entry and exit pits, and worksite access.
- Ensure appropriate control measures are implemented for identified risks and verify their effectiveness through regular inspections and follow-up.
- Conduct toolbox talks, safety briefings, inductions, and awareness sessions for employees, subcontractors, operators, and site personnel.
- Ensure that employees and subcontractors understand and comply with applicable HSE procedures, site rules, emergency arrangements, and safe working practices.
- Monitor the proper use of Personal Protective Equipment (PPE) and ensure that required PPE is available, suitable, and correctly used.
- Inspect construction equipment, machinery, tools, lifting equipment, temporary facilities, and work areas to identify safety deficiencies and ensure compliance with applicable requirements.
- Coordinate with site engineers, supervisors, subcontractors, and operators to address HSE issues and implement corrective and preventive actions.
- Monitor subcontractor HSE performance and ensure compliance with company, client, consultant, and project HSE requirements.
- Verify that required permits, licenses, inspection certificates, operator qualifications, and other HSE-related documentation are available and valid before commencing relevant activities.
- Participate in the investigation of accidents, incidents, near misses, property damage, and unsafe occurrences, identify root causes, and recommend corrective and preventive actions.
- Maintain accurate records of accidents, incidents, near misses, inspections, observations, toolbox talks, training, permits, corrective actions, and other HSE activities.
- Track outstanding HSE observations and corrective actions and follow up with responsible personnel until closure.
- Monitor housekeeping, site access, material storage, waste management, emergency routes, signage, barricading, lighting, and general site conditions.
- Ensure appropriate emergency preparedness and response arrangements are established and maintained at project sites.
- Participate in emergency drills and support the implementation of emergency response procedures for fire, medical emergencies, utility strikes, spills, equipment incidents, and other potential emergencies.
- Coordinate with relevant departments to ensure appropriate first-aid facilities, fire-fighting equipment, emergency equipment, and emergency contact information are available and maintained.
- Conduct monthly safety training sessions for the team.
- Monitor environmental aspects of project activities, including waste disposal, spills, drilling fluid management, dust, noise, and potential environmental impacts, in coordination with relevant teams.
- Support compliance with client, consultant, authority, and statutory HSE requirements and participate in HSE inspections and audits when required.
- Prepare daily, weekly, and monthly HSE reports covering inspections, observations, incidents, near misses, training, corrective actions, and overall HSE performance.
- Provide HSE input during project planning, mobilization, site preparation, and construction activities to ensure risks are identified and controlled before work begins.
- Review changes in construction methodologies, site conditions, equipment, or work sequences and assess their potential HSE impact.
- Stop or recommend stopping unsafe work where there is an immediate risk to personnel, equipment, property, or the environment, and escalate significant HSE concerns to the Projects Team Leader.
- Promote a positive safety culture across project teams by encouraging proactive hazard identification, reporting, accountability, and continuous improvement.
- Monitor precast lifting activities in accordance with approved lifting plans, method statements, risk assessments, and HSE requirements.
- Ensure cranes, rigging equipment, lifting accessories, and lifting points are certified, inspected, and suitable for the loads.
- Verify the competency of crane operators, riggers, and signalmen and ensure proper lifting procedures are followed.
- Ensure appropriate exclusion zones, barricading, signaling, and communication during lifting operations.
- Monitor PT (Post-Tensioning) activities and ensure compliance with approved procedures and safety requirements.
- Control PT hazards related to stored energy, stressing operations, anchorage zones, hydraulic equipment, and tendon failure.
- Ensure PT equipment and accessories are inspected, certified, and safely maintained.
- Conduct toolbox talks and safety inspections and ensure corrective actions are implemented for lifting and PT activities.
