Role Overview

Innovo is seeking an experienced and highly driven Senior HSE Manager to lead Health, Safety and Environmental operations across a major multi-package development project in Abu Dhabi.

The role will provide strategic HSE leadership across multiple projects, including large-scale villa and residential developments, ensuring full compliance with regulatory, contractual and corporate standards. The successful candidate will act as the principal HSE representative to the Client and Authorities.

Key Responsibilities

  • Lead and manage a team of HSE Managers across multiple project packages within the master development.
  • Act as the principal point of contact for the Client, Authorities and key stakeholders on all HSE matters.
  • Ensure HSE management systems, plans and procedures are developed, implemented and maintained in compliance with:
  • Abu Dhabi OSHAD / ADOSH requirements
  • UAE Federal legislation
  • Contractual obligations
  • Innovo's corporate HSE Management System
  • Provide visible leadership and drive a strong behavioural safety culture across all project teams and subcontractors.
  • Ensure structured HSE induction and kick-off meetings are conducted for all subcontractors joining the project.
  • Oversee environmental management measures, ensuring works are conducted with due regard for surrounding communities and sustainability requirements.
  • Lead investigations into incidents and dangerous occurrences, ensuring thorough root cause analysis and implementation of corrective and preventive actions.
  • Oversee emergency preparedness planning and ensure regular emergency response drills are conducted and evaluated.
  • Monitor and evaluate subcontractor HSE performance, engaging senior subcontractor management to address gaps and drive continuous improvement.
  • Develop and oversee project-wide HSE training strategies.
  • Ensure all HSE records, reports and statutory documentation are maintained in accordance with legal and contractual obligations.
  • Lead internal and external HSE audits and ensure timely close-out of corrective actions.
  • Report directly to senior project leadership and provide regular executive-level HSE performance updates.

Minimum Requirements

  • Degree or recognised Level 6 Diploma in Occupational Health & Safety (NEBOSH Diploma or equivalent).
  • Chartered Member of IOSH or other recognised body.
  • Minimum 15 years experience in construction HSE management.
  • Minimum 5 years experience in the UAE / Middle East, with strong preference for Abu Dhabi experience.
  • Proven experience managing large-scale construction developments exceeding AED 5 Billion.
  • Demonstrated experience delivering large villa / masterplan residential projects.
  • In-depth knowledge of ADOSH / OSHAD regulatory framework.
  • Experience working with Tier 1 contractors or major developers.
  • Strong leadership experience managing multiple HSE teams across concurrent projects.
  • Excellent stakeholder engagement and authority liaison skills.
