Job Purpose:

The Senior HR Administrator is responsible for delivering efficient, compliant, and highquality HR services across the organization, with a strong focus on government liaison and endtoend processing of UAE government transactions. This role oversees the preparation, typing, and submission of Immigration and Ministry of Labour applications, Arabic translations, and Arabic NOC letters, while ensuring accurate maintenance of employee records. The position requires extensive coordination with DHA, MOHRE, Tasheel, Amer (GTC), JAFZA, DIFC, TECOM, and Emirates ID Authorities to support visa, labour, and regulatory processes. In addition, the Senior HR Administrator manages key employee lifecycle activitiesincluding onboarding, offboarding, and contract administrationensuring adherence to internal policies, procedures, and UAE employment legislation. By maintaining data integrity, driving process improvements, and serving as a reliable point of contact for employees and management, this role contributes to smooth HR operations, a positive employee experience, and the overall effectiveness of the HR function.

Key Responsibilities:

  • Manage end-to-end processing and typing of applications on key UAE government portals, including:
  • DHA, MOHRE, Tasheel, Amer (GTC), GDRFA, JAFZA, DIFC, TECOM, and Emirates ID Authority systems.
  • Prepare, submit, and track:
  • Immigration applications (entry permits, visa stamping, renewals, cancellations).
  • Ministry of Labour applications (work permits, labour contracts, amendments).
  • Establishment card updates, quota requests, and related government transactions.
  • Ensure accuracy and timely completion of all government typing tasks to avoid delays or compliance risks.
  • Maintain strong working relationships with government representatives and service centers to facilitate smooth processing.
  • Administer onboarding and offboarding processes, ensuring all government and internal requirements are completed.
  • Maintain accurate and up-to-date employee records in HR systems and government portals.
  • Support probation, contract renewals, dependents visa processing, and other lifecycle-related tasks.
  • Ensure all HR activities comply with UAE labour laws, free zone regulations, and internal policies.
  • Monitor changes in government regulations and update internal processes accordingly.
  • Maintain data integrity across HR systems and contribute to continuous process improvement.
  • Act as a point of contact for employees and management regarding HR operations, government processes, and documentation requirements.
  • Perform other duties as requested by the Line Manager

Required Qualification and Experience:

  • Minimum 35 years of hands-on experience dealing with UAE government departments such as MOHRE, GDRFA, DED, DHA, and other regulatory authorities.
  • Arabic typing on Government portals
  • Thorough knowledge of UAE Labour Law
  • Strong understanding of current UAE labour, Immigration, Ministry of Labour and visa regulations, with the ability to always ensure company compliance.
  • Proven experience in handling visa applications (new, renewal, and cancellations), labour contracts, Emirates ID processing, and license renewals.
  • Language Proficiency: Fluent in Arabic and English (written and spoken) to effectively communicate with government officials and draft official documentation.
  • Administrative & Documentation Skills
  • Strong organizational skills with attention to detail in preparing, submitting, and following up on legal and government documentation.
  • Tech Savvy
  • Proficient in using UAE government portals (e.g., DHA,, GDRFA, Amer, MOHRE systems, etc.) and MS Office applications.
  • Valid UAE Driving License
  • Required for travel to various government departments and ministries across Emirates.
  • Capable of building and maintaining relationships with government representatives and internal stakeholders.
  • Ability to troubleshoot and resolve issues related to legal, immigration, and licensing requirements under pressure.
  • Confidentiality & Professionalism: Maintains high levels of discretion, especially when handling sensitive legal or employee-related matters.
