Job Description

Job Purpose:

The Senior HR Business Partner serves as a strategic advisor and partner to designated departments and operational divisions within the Roads and Transport Authority (RTA). The role ensures alignment of human capital strategies with RTA's mission to deliver safe, efficient, and sustainable transportation solutions. This position drives workforce planning, talent management, performance enhancement, and organizational development initiatives that enable high levels of employee engagement and service excellence.

Key Responsibilities:

Strategic Partnership & Advisory

  • Work closely with department heads and senior managers to understand operational goals and provide HR strategies that support RTA's strategic direction.
  • Partner with business leaders on organizational design, manpower planning, and workforce optimization.
  • Support leadership in building a culture of accountability, innovation, and public service excellence.

Talent Management & Workforce Planning

  • Collaborate with talent acquisition to ensure effective manpower forecasting and recruitment of qualified personnel for technical and administrative roles.
  • Lead talent review, succession planning, and competency development initiatives.
  • Align training and development programs with future skill requirements for smart mobility and public transportation systems.

Performance & Employee Engagement

  • Implement performance management frameworks that support continuous feedback and performance excellence.
  • Drive employee engagement programs that promote RTA values integrity, teamwork, innovation, and service.
  • Provide guidance on complex employee relations matters and ensure fair, consistent application of HR policies and labor laws.

Change Management & Organizational Development

  • Support transformation initiatives across the authority, including process improvements, digitalization, and restructuring.
  • Facilitate workshops and interventions to build leadership capabilities and cross-functional collaboration.
  • Leverage HR analytics to measure the impact of initiatives on workforce efficiency, morale, and retention.

Governance & Compliance

  • Ensure HR practices comply with DGHR, RTA policies, and government HR frameworks.
  • Maintain accurate records, reports, and performance data aligned with audit and governance requirements.
  • Contribute to policy development and standardization across RTA entities.

Qualifications & Experience:

  • Education: Bachelor's or Master's degree in Human Resources, Business Administration, or Organizational Psychology.
  • Experience:
  • Minimum 11 years of progressive HR experience, preferably within government, transportation, infrastructure, or large public sector environments.
  • Strong background in HR strategy, workforce planning, and change management.
  • Skills & Competencies:
  • Proven ability to collaborate effectively with senior stakeholders.
  • Excellent communication, negotiation, and analytical skills.
  • Demonstrated leadership and project management capabilities.
