THE JOB SUMMARY

The Senior Infrastructure Engineer is a senior owner-side role within NDM responsible for defining, validating, and governing all site-wide infrastructure systems for the Rabigh Special Project. The role ensures that utilities, roads, drainage, grading, and technical systems are designed, integrated, and executed in alignment with the approved master plan and Petromin's operational and expansion requirements.

The role oversees infrastructure consultants and contractor execution from a technical compliance perspective, ensuring that all infrastructure systems are practical, scalable, and aligned with phased development requirements. The role also supports GM NDM in cross-functional requirements where infrastructure expertise is required.

KEY RESPONSIBILITIES / ACCOUNTABILITIES

  1. Define and govern all site-wide infrastructure strategies including utilities, roads, drainage, grading, and service corridors.
  2. Review, challenge, and technically validate infrastructure-related deliverables produced by consultants.
  3. Ensure infrastructure systems are aligned with the master plan, building layouts, and long-term expansion requirements.
  4. Oversee consultant deliverables to ensure completeness, quality, coordination, and alignment with project requirements.
  5. Oversee contractor execution to ensure compliance with approved infrastructure designs, specifications, and technical standards.
  6. Identify infrastructure design gaps, execution risks, or capacity constraints and recommend corrective actions.
  7. Coordinate closely with the Senior Architectural Lead to ensure alignment between infrastructure systems and overall site planning.
  8. Ensure infrastructure planning supports phased construction, early works, and future expansion without rework.
  9. Integrate geotechnical, topographical, and environmental inputs into infrastructure design and execution planning.
  10. Support value engineering initiatives to optimise infrastructure design, cost, and constructability.
  11. Maintain structured records of infrastructure assumptions, design decisions, risks, and consultant outputs.
  12. Support cross-functional organisational requirements as directed by GM NDM, including infrastructure assessments and technical reviews across projects.

THE JOB PROFILE

Educational Qualifications

Bachelor's Degree in Civil, Mechanical, or Electrical Engineering (Mandatory)

Professional Certifications

Saudi Council of Engineers registration (Mandatory)

PMP or equivalent certification (Preferred)

Experience

15-20 years of experience in infrastructure engineering and large-scale project development, preferably in industrial, logistics, or automotive environments. Proven experience in owner-side or consultant management roles.

Essential Job Pre-Requisites

  • Strong technical understanding of infrastructure systems and integration
  • Ability to challenge consultants and validate technical proposals
  • Experience in multi-disciplinary coordination across design and execution
  • Ability to operate in lean project environments with high accountability

Languages Proficiency

English – Advanced (Mandatory)

Arabic – Preferred
