Job Purpose:

Oversees the establishment and operation of Red Sea Fire & Rescue corporate services department with the goal of providing a high standard of corporate services to support and enhance the delivery of all Firefighting and rescue capabilities across all assets for Red Sea Global.

Job Responsibilities:

  • Prepare, monitor, and manage Corporate Services related opex and capex related budgets.
  • Corporate Services representative on The Red Sea Fire and Rescue Service, Prepare and Support Services Management Team.
  • Deputize in the absence of the Director of Prepare and Support Services when requested.
  • Supervise the functions of the Corporate Services Department at a tactical level.
  • Review and distribute the workload to the Corporate Services team periodically.
  • Supervise the Corporate Services team regarding team planning, training, workload, developmental needs, and ensuring alignment with RSFRS and RSG policies and procedures.
  • Develop positive working relationships with internal and external stakeholders aimed at creating effective and efficient solutions to Corporate Services challenges, including review, and upgrading of corporate services policies, programs, and procedures to gain alignment with RSFRS goals and standards.
  • Developing performance indicators to assist in the monitoring and management of the Corporate Services department's performance
  • Perform any functions/activities as assigned by Director of Prepare and Support Services. Roles & responsibilities will need to flex and adapt during planning/construction through to the testing and steady state phases.

Governance/Legal & Compliance

  • Ensure all Fire and Rescue departments and personnel comply with relevant Red Sea Authority, Kingdom of Saudi Arabia, and international legislation.
  • Ensuring that Red Sea Fire and Rescue comply with all RSG governance requirements.

Business planning & reporting

  • Responsible for updating the Red Sea Fire and Rescue strategy
  • Responsible for collating the annual Fire and Rescue business plan including the agreement and submission of all corporate/division and Fire and Rescue KPIs.
  • Responsible for all Fire and Rescue business reporting to the Operations planning and Enterprise PMO teams
  • Responsible for the oversight of all Fire and Rescue departmental action plans.

Performance monitoring

  • Responsible for the oversight and monitoring of all departmental performance objectives.

Finance/Payroll

  • Ensure all personnel are paid in accordance with personal terms and conditions.
  • Ensure all departments and relevant personnel comply with Red Sea Authority, Kingdom of Saudi Arabia, and international accounting practices.
  • Ensure all supplier accounts are settled in accordance with financial terms and conditions.

Property/Information Technology/Procurement and Communications Systems

For all fire and rescue service property, information technology and communications systems, they will -

  • Ensure full compliance with all legal requirements and international best practice.
  • Maintain all legal documentation.
  • Prepare, monitor, and manage opex and capex budgets.
  • Prepare planned preventative maintenance programmes
  • Maintain accurate records of all maintenance, inspections, defects, and repairs.

Administration

  • Ensure all departments and relevant personnel comply with Red Sea Authority and The Red Sea Fire and Rescue Service administration standards

Policies, Systems, Processes, Procedures, Standards and Reports

  • Follow all relevant functional policies, processes, standard operating procedures, and instructions to ensure that work is carried out in a controlled and consistent manner.

Assist in the preparation of accurate and timely functional MIS statements and reports to meet corporate and functional requirements, policies, and standards.

Safety, Quality & Environment

Apply safety, quality and environmental management policies, procedures, and controls to ensure employee safety, legislative compliance, delivery of high-quality products/service and a responsible environmental attitude.

Continuous Improvement

Contribute to the identification of opportunities for continuous improvement of department's systems, processes and practices considering international best practice, improvement of business processes, cost reduction and productivity improvement.

Job Requirements:

Qualification and Experience:

  • Bachelor's Degree in related field or Business Administration
  • A proven and capable leader, with considerable experience of leading and managing at a strategic level within a fire and rescue service or similar organization.
  • Experience of leading and delivering corporate services functions in a fire and rescue service or similar organization.
  • Experience of driving organizational change to deliver continuous improvement
