Job Description

Responsibilities

The HSE Manager leads and manages the Health, Safety & Environment function. The role ensures full compliance with Singapore regulatory requirements (e.g., WSH Act, Fire Safety Act, SCDF regulations, NEA requirements) and other relevant requirements such as inhouse or corporate requirments. Responsible for developing, implementing, sustaining, and continually improving HSE management systems to support a highreliability manufacturing environment involving chemicals, highenergy equipment, and cleanroom operations. The role ensures risk controls are robust, incidents are minimized, audits are managed effectively, and the HSE culture is advanced across the site. Provide necessary support to the site and various teams to drive compliance and awareness of HSE.

HSE Governance & Compliance

  • Ensure full compliance with Singapore regulations
  • Lead internal and external audits such as MOM inspections, SCDF fire safety audits, NEA/ESG environmental audits, ISO 45001 & 14001 audits.

Risk Management

  • Support activities of RM team.

Incident Management & Reporting

  • Lead and manage investigations for accidents, fires, chemical spills, near misses, unsafe acts and reporting.

Environmental Management

  • Track and report environmental KPIs (energy use, water consumption, VOC emissions, waste reduction).

Emergency Preparedness & Response Plan

  • Maintain framework for EPP and ERP, working with FSM and CERT team.

Training & Competency Development

  • Develop and deliver HSE training modules (e.g., chemical handling, cleanroom safety, lockouttagout, confined space, contractor and SOC).

Leadership & Culture BuildingPromote a proactive HSE culture across operations, engineering, facilities, and production teams.

  • Advise senior management on HSE performance, major risks, and strategic improvements.

Qualifications

  • Engineering Degree
  • Occupational health and safety qualification
  • 5 - 10 years of HSE experience, with at least 5 years in semiconductor/chemical/hightech manufacturing.
  • Strong regulatory knowledge of Singapore HSE Legal requirements.
  • Experience leading HSE teams of 3-10 staff.
  • Competent in coaching and developing HSE professionals.
  • Candidate who possess ISO 45K certification , ISO 14K certification, CERT certification will have an added advantage.
