Job Title: Senior HR & Admin Officer

Job Summary
The Senior HR & Admin Officer will be responsible for establishing and managing the Human Resources and Administration functions of the company. The role requires an experienced HR professional capable of setting up HR policies, procedures, and systems from scratch while ensuring full compliance with Qatar Labour Law. The candidate must possess strong organizational, communication, and multitasking skills, and be capable of working under pressure in a fast-paced environment.
Key Responsibilities
HR Department Setup & Strategy
- Establish and develop the HR department structure, policies, and procedures from the ground up.
- Develop and implement HR policies, employee handbook, and internal procedures in line with company objectives and Qatar Labor Law.
- Design and implement HR systems including employee records management, HR documentation, and HR reporting.
Recruitment & Talent Management
- Manage the end-to-end recruitment process including job postings, screening, interviewing, and onboarding.
- Coordinate visa processing, employment contracts, and employee documentation.
- Support workforce planning and staffing requirements.
Employee Relations & Compliance
- Ensure compliance with Qatar Labour Law and other relevant regulations.
- Handle employee relations matters, grievances, and disciplinary actions.
- Maintain employee records and ensure confidentiality of HR information.
- Implement employee engagement and performance management systems.
Administration & Office Management
- Oversee administrative functions including office operations, asset management, and facilities coordination.
- Manage employee documentation such as contracts, leave records, attendance, and HR files.
- Coordinate with PRO for government-related documentation (QID, visas, labour approvals, etc.).
HR Operations
- Assist management in performance evaluation systems (KPI/KRA).
- Support payroll coordination, leave management, and employee benefits administration.
- Prepare HR reports, organizational charts, and workforce analytics.
Requirements
- Age: 35 40 years preferred
- Education: Bachelor's Degree in Human Resources, Business Administration, or related field (HR certification is an advantage).
- Experience: Minimum 810 years of HR and administration experience, preferably in Qatar or GCC.
- Knowledge: Strong understanding of Qatar Labour Law and HR compliance.

- Technical Skills:
- Proficiency in MS Office (Excel, Word, PowerPoint, Outlook)
- Experience with HR systems or ERP platforms is an advantage.
