We are currently seeking a Senior Manager IT Digital Services who will be accountable for the strategy, delivery, and continuous evolution of the organisation's web platform ecosystem, spanning a portfolio of 100+ digital properties, enterprise API integrations, cloud-hosted web applications, and internal business automation solutions. The role holds end-to-end ownership of web platform operations across the organisation, orchestrating the combined capabilities of internal development teams, strategic third-party vendors, and emerging technologies to deliver secure, performant, and accessible digital experiences at scale. As a core contributor to the group-wide digital strategy and technology roadmap, the role plays an integral part in shaping and executing the direction of the organisation's web platform function ensuring all solutions and initiatives are grounded in sound architectural principles, aligned to security, compliance, and governance requirements, and structured to deliver tangible business value.
Our client based in Dubai, is one of the largest semi-governmental companies in the region.
This position is a contract role with an initial duration of 12 months and renewable, reporting to the Director of Infrastructure Operations, with 6 direct reports.
Key Responsibilities:
- Define and own the organisation's web platform architecture strategy, ensuring all digital solutions are scalable, secure, and aligned to business objectives, acting as the senior solution architect across all web development initiatives.
- Take executive ownership of the availability, stability, performance, and compliance of all web platform services including 100+ Webflow-managed digital properties, Azure-hosted web applications, and associated integration services.
- Oversee the full lifecycle management of web platform components, from planning, procurement, and development through to deployment and decommissioning, operating within defined budgets, risk appetites, and compliance frameworks.
- Lead and develop a multidisciplinary digital team comprising web developers, an operations manager, and a microservices developer setting clear direction, providing meaningful performance feedback, and creating pathways for professional growth.
- Serve as the organisation's senior authority on web security and data protection, owning compliance with information security standards, proactively monitoring for vulnerabilities, and driving security improvements across the entire digital portfolio.
- Champion rigorous standards for web accessibility, ensuring all digital properties meet WCAG compliance requirements and embedding accessibility principles from design inception through to production delivery.
- Own and govern the organisation's cookies consent framework across 100+ digital properties, overseeing technical implementation, monitoring ongoing compliance, and managing the strategic vendor relationship.
- Design, build, and steward enterprise-grade API integrations including Salesforce and custom microservices applying best practices in REST API design, security, and documentation to ensure robust, maintainable, and scalable integration architecture.
- Develop and manage the web platform and digital operations budget in excess of $1M, balancing cost efficiency with operational excellence and continuously identifying opportunities for financial optimisation.
- Drive a proactive performance culture across the function, ensuring continuous monitoring, technical SEO and AEO optimisation, analytics configuration, and resolution of platform issues before they impact the business or end-user experience.
- Provide 24/7 senior operational oversight for the digital portfolio, serving as the escalation point for critical incidents and urgent business requests, and applying deep technical expertise to rapidly coordinate resolution and minimise business impact.
- Lead the evaluation, onboarding, and governance of SaaS solutions and enterprise platforms, including contract and licence management, user access management, and vendor relationships.
- Manage and evolve the organisation's internal Power Platform capability, overseeing the design and delivery of automation flows and applications.
- Build and maintain strong collaborative relationships with business, commercial, and marketing stakeholders, acting as a trusted technical consultant on new digital initiatives and providing expert guidance on platform capabilities, constraints, and opportunities.
- Ensure all web platform solutions adhere to data protection, information security, and accessibility standards, embedding required principles and design patterns from inception through to delivery.
Knowledge, Skills & Experience:
- Master's degree in Computer Science or a related field.
- PRINCE2 Practitioner certification.
- UX Management certification.
- Minimum of 8 years of proven experience in enterprise web platform management, digital operations, or a closely related discipline, including leadership of multi-stakeholder digital environments.
- Front-end and full-stack development proficiency across HTML, CSS, JavaScript, TypeScript, Next.js, Astro, and PHP.
- Microsoft Azure platform knowledge with hands-on experience in App Services, deployment pipelines, and Azure DevOps.
- Proven experience in REST API design, development, and validation, including building secure, production-grade integrations.
- Experience with low-code/no-code automation platforms including Power Apps, Power Automate, Zapier, and Xano.
- Database design and SQL proficiency, with data engineering fundamentals.
- Strong working knowledge of Web Accessibility Standards (WCAG) and UX best practices.
- Technical on-site SEO and AEO strategy and implementation experience.
- Proficiency in analytics and tracking tools including Google Analytics, Google Tag Manager, and custom data layer configuration.
- Webflow platform administration and development experience at enterprise scale.
- Solid understanding of DNS, networking fundamentals, and information security principles.
- Experience with version control and CI/CD workflows using Git.
- Familiarity with Figma and design-to-development collaboration practices.
- Excellent leadership and people management skills with the ability to communicate effectively to both technical and non-technical audiences.
- Strong problem-solving ability, adaptability, and a collaborative, customer-focused approach.
