The jobholder leads the implementation and operational management of SingHealth Community Hospitals volunteer, outreach and community engagement programmes across Outram Community Hospital, Sengkang Community Hospital and future SCH sites.

 

The role translates SCH's volunteer and outreach strategies into coordinated workplans, programmes, partnerships and measurable outcomes. The jobholder oversees the volunteer lifecycle, including recruitment, onboarding, training, deployment, engagement, recognition and retention, and ensures that volunteer-supported programmes remain purposeful, safe and responsive to patient, staff and organisational needs. Working closely with clinical and operational departments, corporate and community partners, volunteers and internal stakeholders, the jobholder strengthens programme delivery, stakeholder experience, team capability and operational consistency in their primary site, as well as across hospital sites.

 

The incumbent also supports signature engagement and fundraising platforms, contributes to cross-institution and cluster initiatives, and provides operational insights and recommendations to support the continued development and sustainability of SCH's volunteer and outreach framework.

 

Job Requirements

 

    • Degree in Social Sciences, Public Administration, Healthcare Management, Communications, Business, or a related discipline.
    • Postgraduate qualifications in management, public health, communications, or non-profit leadership would be advantageous.
    • Minimum 8-10 years of relevant experience in outreach, volunteer management, community engagement, fundraising, communications, or related functions within healthcare, public sector, or large non-profit organisations.
    • Proven experience leading multi-stakeholder programmes involving volunteers, staff, corporates, and community partners.
    • Demonstrated track record in designing and delivering engagement-led initiatives that create social impact and/ or fundraising outcomes.
    • Experience working at a management level, partnering with clinicians, department heads, and executive leadership.
    • Exposure to system-wide initiatives is preferred.
    • Strong ability to develop strategy and translate it into executable frameworks across multiple teams and sites.
    • Demonstrated leadership in governance, policy development, and programme sustainability.
    • Ability to exercise sound judgement in complex environments with competing priorities and stakeholder expectations.
    • Experience mentoring and developing managers and professional staff.
