JOB DESCRIPTION
The Senior Project Controls Manager is responsible for leading the development and implementation of project planning, reporting and governance strategy for the planning and development of a large-scale, state-of-the-art data center campus, with accountability to ensure compliance with industry standards and company policies. The role will ensure the consistent implementation of processes, procedures, and systems for effective project controls management control across all projects within programme.
RESPONSIBILITIES
4. KEY ACCOUNTABILITIES: (Description)
System Development and Implementation
Establish and lead the implementation of robust project planning, reporting and governance strategy aligned with company objectives and international standards.
Establish governance, policies, and performance standards across all projects within the programme.
Ensure the accuracy and integrity of programme and reporting throughout the project lifecycle
Champion a proactive safety culture through leadership engagement, workforce empowerment, and behavioural safety initiatives.
Policies, Systems, Processes & Procedures
The development and implementation of programme-wide policies, systems, processes, procedures, and controls for project controls management.
The standardisation of document workflows across the programme.
Planning & Scheduling
Establish the Work Breakdown Structure (WBS), coding structure, and control frameworks aligned with contractual and company standards.
Develop and maintain a programme wide master schedule.
Lead the projects to develop, maintain, and optimize detailed project schedules across all phases, which full coordinate with engineering, procurement, construction, and commissioning teams to capture accurate activity sequencing and dependencies.
Monitor schedule progress, identify variances, and recommend corrective actions to maintain project timelines.
Conduct critical path analysis, scenario modelling, and what if simulations to support strategic decision making. Lead schedule risk assessments and integrate mitigation strategies into the master schedule.
Progress Measurement & Reporting
Develop and implement progress measurement systems that cover all project deliverables and for dashboards, weekly and monthly reports
Define and monitor key performance indicators and provide regular reporting to programme leadership and regulatory bodies.
Preparation of periodical management reports and progress reports to keep the senior management informed about the progress of various initiatives and to facilitate decision-making across the programme.
Validate contractor and subcontractor progress submissions and challenge discrepancies where required.
Maintain an audit trail of planning data, revisions, baseline changes, and approved variations.
Systems, Tools & Continuous Improvement
Develop and implement digital planning tools and reporting platforms (e.g., P6, Power BI, Primavera Analytics).
Lead the development of automation and visualization enhancements to improve planning efficiency and insight quality.

QUALIFICATIONS
QUALIFICATIONS, EXPERIENCE, & SKILLS:
Minimum Qualifications:
Relevant bachelor's degree or equivalent
Relevant professional qualification or chartered status
Minimum Experience:
10+ years of relevant professional experience, including the delivery of data centers or other complex engineering projects across the entire project life cycle.
Proven record managing programming and reporting within large-scale construction, infrastructure, or data center environments.
Job-Specific Skills (Generic / Technical):
Proficiency in P6, BIM 360, MS Project, AutoCAD, Revit, Procore etc.
Working knowledge in MS Office Suite (advanced Excel, PowerPoint), MS Power BI/Power Apps, and SharePoint.
Digital tools and construction technology platforms (e.g. reporting, reality capture, BIM comparison etc.)
Deep knowledge in permitting, construction sequencing, methodology, inspection, testing and commissioning and authority regulations
Strong report writing, presentation, and communication skills
