About the Job:

• Execute assigned DHRE BTS projects in accordance with the approved business plan, project brief, contract requirements, baseline programme, budget, quality standards, and Project Delivery procedures.

• Prepare and coordinate Job Requisitions and project initiation requirements for consultants, contractors, enabling works, and specialist services in collaboration with Development, Design, Procurement and Contracts, Commercial, and other relevant functions.

• Monitor day-to-day construction progress, critical path activities, procurement schedules, design deliverables, material approvals, manpower, equipment, and site productivity against the approved programme and VOWD targets.

• Review contractor and consultant execution, mitigation, recovery, and acceleration plans; track agreed actions and escalate delays, constraints, or underperformance requiring Project Lead or senior management intervention.

• Coordinate resolution of technical queries, RFIs, design interfaces, constructability matters, mock-ups, material submissions, and site issues while protecting approved design intent, quality, cost, and delivery milestones.

• Track project commitments, actual expenditure, cash flow, payment applications, variations, claims, and forecasts against the approved budget; verify supporting information and promptly report potential cost exposure.

• Administer project risks, issues, changes, and decisions using approved DHRE registers and governance processes, ensuring impacts on scope, programme, cost, quality, and handover are recorded and escalated.

• Coordinate NOCs, permits, inspections, testing requirements, Building Completion Certificates, and utility or authority approvals with relevant stakeholders to prevent disruption to execution and handover.

• Monitor consultant and contractor compliance with approved drawings, specifications, method statements, QA/QC plans, HSE requirements, statutory obligations, and DHRE policies; track timely closure of NCRs, observations, and audit actions.

• Conduct and document progress meetings, technical workshops, site inspections, and coordination reviews; maintain accurate minutes, action logs, risk registers, dashboards, and project records.

• Coordinate testing and commissioning, snagging and de-snagging, authority completion, TOC requirements, as-built drawings, O&M manuals, warranties, training, asset data, and handover readiness with DHRE Handover, Customer Care, Operations, and other end users.

• Support DLP and project close-out by tracking outstanding defects, DLC requirements, final account and SOFA actions, records, and closure deliverables within the agreed timelines.

• Prepare timely and accurate project progress, VOWD, cost, risk, HSE, quality, authority, handover, and close-out reports for review by the Project Lead and senior management.

About You:

• Bachelor's degree in Civil Engineering, Architectural Engineering, Construction Management, or a related discipline; a relevant master's degree is preferred.

• Project Management Professional (PMP) or an equivalent recognized project management certification is preferred.

• Strong practical knowledge of developer-side project execution, construction management, contract administration, programme and cost control, quality, HSE, authority approvals, testing and commissioning, handover, DLP, and project close-out.

• Sound knowledge of UAE building codes, Dubai construction regulations, statutory approvals, utility requirements, and applicable environmental and quality standards.

• Minimum 10–12 years of relevant experience in construction and project delivery, including 4–6 years managing the execution of large-scale or multidisciplinary real estate projects.

• Demonstrated hands-on experience in site execution, contractor and consultant coordination, programme recovery, cost and change control, authority interfaces, testing and commissioning, handover, and close-out; UAE developer-side experience is strongly preferred.

• Hands-on construction execution and monitoring of complex BTS and mixed-use developments.

• Baseline programme, critical path, procurement, resource, productivity, recovery, and VOWD tracking.

• Contract administration, payment application review, variation and claim assessment, forecast monitoring, and change control.

• Technical coordination across civil, architectural, structural, MEP, infrastructure, fit-out, landscape, and specialist works.

• QA/QC, HSE, NCR and audit closure, authority approvals, testing and commissioning, snagging, handover, DLP, and close-out.

• Strong analytical judgement, issue resolution, negotiation, contractor performance management, and timely escalation.

• Clear site and stakeholder coordination, concise management reporting, and disciplined maintenance of project records and trackers.

• Proficiency in Primavera P6 or equivalent scheduling software, Microsoft 365, Power BI, project dashboards, and electronic document control platforms.
