Job Purpose

  • Responsible for overseeing the quality surveillance framework for RSG projects, leading QS managers, and monitoring discipline-specific activities. Draft and submit comprehensive construction surveillance reports and escalate main issues with the Senior Management to enhance construction quality across all RSG projects.

Job Responsibilities

  • Coordinate with the QS Associate Director and Project Lead to ensure the Quality Surveillance (QS) team receives the necessary logistics support.
  • Gather information about the scope of work and any project changes, then communicate this information with the QS Managers.
  • Implement a quality surveillance and monitoring framework on the construction and operation activities to oversee that quality processes, procedures, and contract requirements are met.
  • Review the quality surveillance reports to ensure they are carried out diligently and accurately.
  • Conduct a focused assessment or investigation to eliminate the root cause of quality issues.
  • Organize periodic meetings with the PM/CM team to address any unresolved quality issues reported in the surveillance log.
  • Provide technical assistance to quality assurance in the audits and support IQN issuance and closure.
  • Issue and manage the quality surveillance report, log, and dashboards.
  • Ensure that PD responds to all the issued non-conformance reports (NCRs) in ACONEX.
  • Support the QA team in the NCRs analysis and advise measures to avoid repetitive NCRs.

  • Follow all relevant functional policies, processes, standard operating procedures, and instructions to ensure that work is carried out in a controlled and consistent manner.
  • Prepare accurate and timely reports to meet corporate and functional requirements, policies, and standards.

  • Apply safety, quality, and environmental management policies, procedures, and controls to ensure employee safety, legislative compliance, high-quality products/services delivery, and a responsible environmental attitude.

Continuous Improvement

  • Contribute to identifying opportunities for continuous improvement of the department's systems, processes, and practices considering international best practice, improvement of business processes, cost reduction, and productivity improvement.

Job Requirements - Qualification and Experience:

  • Bachelor's degree in a relevant engineering discipline.
  • A minimum of (15) years of experience in the quality and construction industry
  • ISO Lead Auditor/Internal Auditor recognition

Skills:

  • Ability to demonstrate a successful track record of delivering large-scale complex projects to the highest quality standards.
  • Familiar with construction codes, material specifications, and testing standards.
  • Must have multi-discipline exposure in the construction industry.
  • Inherent and comprehensive understanding of QA/QC aspects throughout the project life cycle.
  • Ability to understand and document workflows and business processes.
  • Must have excellent written and verbal communication skills.
  • Must have high standards of integrity and ethical practice.
  • Microsoft Office package and excellent working knowledge of software such as ACONEX

Job Context:

  • Required to lead the surveillance team in developing, implementing, and managing quality management systems across the RSG projects from inception to operations.
  • Must have the ability to plan work assignments, prioritize tasks, and deliver deadlines accurately.
