Job Description

We are looking for a Senior Operations Manager having extensive knowledge on Audio Visual and GRMS systems. The ideal candidate for this position will be responsible for bid validation through authority approval, site delivery, commercial control, and locking in AMC contracts and will also be accountable for P&L.

1 · Pre-Sales Validation & Bid Control

  • Review every bid before submission. Reject scopes that cannot achieve MOI-SSD approval with current materials and design budget.
  • Enforce minimum gross margin thresholds — no bid leaves the office below the floor, regardless of client pressure.
  • Validate that BOQ matches MOI-SSD Annex requirements: approved camera makes and models, approved card readers, approved cable specifications.
  • Flag underpriced or technically non-compliant tenders and escalate or kill them before mobilization cost is committed.
  • Sit in technical clarification meetings — not to present, but to audit what is being promised versus what is deliverable.

2 · MOI-SSD Authority Process (Owned End-to-End)

  • Lead design review for MOI-SSD compliance before drawings are finalized — not after.
  • Manage submission packages: site surveys, schematic drawings, equipment schedules, IP addressing plans, cable route drawings.
  • Maintain direct working relationships with MOI-SSD inspectors and section officers — not through a PRO, personally.
  • Drive first-time approval rate as the primary operational KPI — each rejection costs 3–6 weeks and erodes margin directly.
  • Track authority comment sheets, resolve technical objections, and resubmit with documented audit trail.
  • Manage inspection scheduling and ensure sites are genuinely ready before inviting inspection — not optimistically ready.
  • Obtain NOCs, completion certificates, and system certification letters and file them for AMC handover packages.

3 · Project Execution

  • Run projects on a weekly earned-value basis — not on gut feel and site visits alone.
  • Hold engineers to design-freeze dates; changes after MOI submission trigger a formal variation order, always.
  • Control subcontractor performance through clear scopes and penalty clauses, enforced.
  • Oversee network infrastructure builds: VLANs, PoE switches, NVR rack builds, fibre runs, UPS sizing.
  • Personally attend first-fix inspections, pre-commissioning walkthroughs, and MOI inspection days.
  • Zero tolerance for material substitution without written approval — substituted equipment is is wrong and cause of MOI rejection.

4 · Procurement Control

  • Enforce a buy-to-project model. No speculative stock purchases without written project confirmation.
  • Maintain the MOI-SSD approved vendor and product register. Any new product requires pre-approval before being specified into a bid.
  • Negotiate supplier terms: lead times, warranty, return rights for rejected-lot equipment.
  • Monitor and report on slow-moving and dead stock monthly — dead stock is a direct margin drain.
  • Audit delivery notes against purchase orders at site — quantity discrepancies are chased within 24 hours.

5 · Commercial Control & Margin Protection

  • Own the project P&L from contract award to final certificate. Budget vs actual is reviewed weekly, not at project close.
  • Issue variation orders for all out-of-scope work before the work is executed — not after.
  • Manage progress billing to stay within 10 days of physical progress at all times.
  • Escalate retention and aged receivables to finance with specific collection actions, not just reports.
  • Track cost variance vs approved budget per cost code: labour, materials, subcontract, authority fees, logistics.

6 · Handover & AMC Conversion

  • Treat handover as a sales event, not an administrative close-out. The AMC proposal is ready before practical completion.
  • Deliver MOI-completion certificates, as-built drawings, user manuals, and warranty documents in a single packaged handover.
  • Define AMC scope to match MOI inspection cycle requirements — clients sign when they understand the regulatory risk of no-coverage.
  • Target minimum 75% AMC conversion rate across all projects; report monthly against this target.

Requirements

  • Minimum 12 years in ELV or security systems in Qatar — not regionally, in Qatar.
  • Has personally led MOI-SSD submissions and attended authority inspections. Will be tested on this.
  • Fluent in CCTV platform configuration (Genetec, Milestone, Hikvision iVMS, Dahua DSS, Hanwha), not just hardware.
  • Has managed projects above QAR 5M individually and a portfolio above QAR 15M concurrently.
  • Can read and mark up schematic drawings and cable schedules without an engineer translating them.
  • Has held commercial accountability — managed variation orders, claims, and disputes with clients personally.
  • Valid Qatar driving licence.
  • Fluent in English..
