Job Description

Job Scope

The Senior Personnel & Payroll Specialist is responsible for supporting the accurate and timely execution of payroll and personnel operations, ensuring compliance with labor laws, tax regulations, and company policies. The role plays a key hands-on position in payroll processing, personnel administration, government relations, and employee data management, while supporting continuous improvement of payroll and personnel processes.

Key Responsibilities

Payroll Operations

  • Execute end-to-end payroll processing activities, including data preparation, verification, and reconciliation,to ensure accurate and timely salary payments.
  • Ensure payroll calculations comply with local labor law, tax regulations, and social insurance

requirements.

  • Prepare payroll reports, summaries, and supporting schedules as required by management.
  • Assist in payroll audits and resolve discrepancies in coordination with the Supervisor.

PersonnelAdministration

  • Maintain accurate and up-to-date employee records on HRIS, including hiring, transfers, promotions, salary changes, leaves, and terminations.
  • Handle personnel documentation such as employment contracts, renewals, warnings, and other HR letters.
  • Support onboarding and offboarding processes, including preparing hiring documents and final settlement coordination.

Government & External Liaison

  • Handle day-to-day personnel dealings with government authorities, including labor offices, social insurance, and medical insurance providers.
  • Ensure timely submission of required forms, reports, and employee registrations in compliance with local regulations.

Attendance & Leave Management

  • Monitor attendance, leave balances, and timekeeping data to ensure payroll accuracy.
  • Investigate attendance discrepancies and coordinate resolutions with employees and managers.

Employee Support

  • Act as a key point of contact for employee payroll and personnel inquiries, providing clear and accurate information.
  • Support employees with payroll-related clarifications, deductions, benefits, and documentation.

Process Improvement & Compliance

  • Support the Personnel & Payroll Supervisor in improving payroll and personnel processes to enhance accuracy, efficiency, and compliance.
  • Ensure all payroll and personnel activities align with company policies and labor regulations.
  • Stay up to date with changes in labor law, payroll practices, and statutory requirements.
  • Support onboarding and offboarding processes, including preparing hiring documents and final settlement coordination.

Education & Professional Knowledge

Bachelor's degree in Human Resources, Business Administration, Accounting, or a related field.

Strong knowledge of payroll systems, HRIS, and timekeeping tools.

Solid understanding of labor law, payroll taxes, and social insurance regulations.

Experience

35 years of experience in personnel and payroll operations preferably in banking, collecation companies or financial organisations

Hands-on experience in payroll processing and personnel administration.

Experience dealing with government authorities and external providers is essential.
