Job Title: Senior Procurement Electrical Engineer

Location: Riyadh, Saudi Arabia

Role Overview:

We are seeking a results-driven Senior Procurement Electrical Engineer with extensive experience in building construction projects to manage end-to-end procurement of electrical materials and specialist subcontract packages to support site execution activities. The role is responsible for developing procurement strategies, managing long-lead equipment, coordinating with construction teams, and ensuring timely delivery of high-quality electrical components aligned with project milestones. This position plays a critical role in supporting fast-track construction procurement cycles, ensuring authority compliance, and optimizing cost efficiency while maintaining quality standards across HCC's portfolio of construction and infrastructure projects.

Key Responsibilities:

Construction-Based Procurement Planning

  • Develop electrical procurement plans aligned with construction programs, site mobilization plans, and project milestones.
  • Prepare and manage long-lead item schedules for major electrical equipment including MV/LV switchgear, transformers, generators, distribution boards, lighting systems, cables and cable trays, earthing & lightning protection systems, and fire alarm & ELV systems.
  • Ensure procurement activities are aligned with site installation sequences and method statements.
  • Coordinate closely with planning and site teams to avoid work stoppages due to material shortages.

Supplier & Subcontractor Management

  • Identify and prequalify local and international electrical suppliers suitable for construction projects.
  • Source specialized electrical subcontractors when required.
  • Evaluate supplier capability in terms of production capacity, delivery reliability, and site support.
  • Maintain strong relationships with key vendors to ensure priority production and delivery.

Tendering & RFQ Management

  • Prepare complete RFQ packages including IFC drawings, specifications, BOQs, and site delivery requirements.
  • Ensure clarity of installation scope, testing requirements, commissioning obligations, and warranty terms.
  • Conduct site-based pre-bid meetings where required.
  • Manage tender clarifications and technical queries in coordination with design and site teams.

Technical & Commercial Evaluation

  • Perform detailed technical reviews to ensure compliance with construction drawings and project specifications.
  • Ensure materials meet relevant standards including IEC, BS, NFPA, and local authority regulations.
  • Coordinate material submittals and consultant approvals.
  • Prepare technical and commercial bid evaluation reports.
  • Evaluate bids based on price competitiveness, delivery schedule suitability, compliance with installation and commissioning requirements, and warranty and after-sales support.

Negotiation & Contract Award

  • Lead commercial negotiations to secure competitive pricing and favorable payment terms.
  • Finalize purchase orders and subcontract agreements in line with project contractual conditions.
  • Include clauses covering delivery deadlines, liquidated damages, and site coordination obligations.
  • Support variation orders related to material changes or specification updates.

Expediting & Site Delivery Control

  • Monitor supplier production, inspections, Factory Acceptance Tests (FAT), and shipping.
  • Ensure timely delivery to site based on installation schedule.
  • Coordinate with warehouse and site teams for material inspection and storage.
  • Ensure proper preservation of sensitive electrical equipment at site.
  • Proactively manage delays and provide mitigation plans to avoid site disruption.

Quality & Authority Compliance

  • Ensure materials comply with approved material submittals and authority requirements.
  • Verify documentation including test certificates, inspection reports, certificates of conformity, and Civil Defense or utility approvals (if applicable).
  • Support QA/QC during inspections and resolve supplier-related non-conformance reports (NCRs).

Budget & Cost Control

  • Track procurement costs against BOQ and project budget.
  • Support commercial team in cost reporting and forecasting.
  • Identify cost-saving opportunities through value engineering, approved material alternatives, bulk purchasing, and framework agreements.

Site Coordination & Stakeholder Management

  • Work closely with site engineers, construction managers, QA/QC teams, planning engineers, and warehouse & logistics teams.
  • Attend internal coordination meetings to align procurement with site progress.
  • Liaise with consultants for material approvals and inspections.

ERP & Documentation Management

  • Manage PR-to-PO cycle using ERP systems (Oracle or similar).
  • Maintain organized procurement records including RFQs, evaluations, approvals, and delivery notes.
  • Ensure documentation is audit-ready and compliant with company procedures.

Team Leadership

  • Supervise junior procurement engineers and buyers.
  • Review technical evaluations and ensure adherence to procurement timelines.
  • Drive performance to meet construction milestones.

Project Closeout

  • Ensure submission of O&M manuals, warranties, and spare parts.
  • Support commissioning activities and handover documentation.
  • Close purchase orders and reconcile final accounts with suppliers.

Qualifications:

  • Bachelor's degree in Electrical Engineering (mandatory).
  • Fluency in English (written and spoken) is mandatory.
  • Proficiency in Arabic is preferred.
  • Minimum 5+ years of procurement experience in building construction projects (MEP electrical scope).
  • Strong knowledge of electrical systems used in commercial, residential, and high-rise projects.
  • Experience handling fast-track construction procurement.
  • Strong negotiation and contract administration skills.
  • Familiarity with construction authority approvals and compliance requirements.
  • Proficiency in ERP systems (Oracle preferred) and Microsoft Office Suite.
  • Active membership with the Saudi Council of Engineers (SCE) is preferred.
