We are currently looking for an experienced Senior Procurement Officer to join a leading global humanitarian organization operating from the Dubai Logistics Hub. This role plays a critical part in ensuring efficient, compliant, and value-driven procurement across complex and high-impact supply chain operations.

About the Role

You will lead regional procurement activities, working closely with global procurement and sourcing teams to deliver high-quality, cost-effective procurement solutions. This position is responsible for driving operational and tactical procurement, supplier strategy, compliance, and team performance in a challenging and fast-paced environment.

Key Responsibilities

Procurement & Strategy

• Implement regional procurement strategies aligned with global policies
• Support emergency response and long-term programmatic procurement needs
• Deliver value for money through effective sourcing and procurement planning
• Identify cost-reduction and efficiency opportunities

Sourcing & Vendor Management

• Develop and manage a strong regional supplier base
• Negotiate and manage framework agreements
• Drive vendor performance management and sourcing strategies
• Manage supply chain risks and value chain complexity

Compliance & Governance

• Ensure full compliance with procurement policies, procedures, and ERP systems
• Manage procurement risks and quality assurance processes
• Ensure environmental and social sustainability standards are followed

Leadership & Team Management

• Lead, coach, and develop a regional procurement team
• Set KPIs and drive performance excellence
• Provide technical guidance to country-level procurement teams

Stakeholder & Network Coordination

• Work closely with regional offices, country teams, and partners
• Support cross-network collaboration and procurement alignment
• Build strong relationships to ensure smooth and efficient operations
