The Procurement Officer will be responsible for managing end-to-end procurement activities for real estate development projects, from floating RFPs through to vendor finalization, contract issuance, and delivery follow-up. The role ensures timely sourcing of consultants, contractors, materials, and services in line with project timelines, while maintaining commercial competitiveness, compliance, and proper documentation within the procurement system.
Key Responsibilities:
RFP Management & Vendor Coordination
Float development-related RFPs with complete scope documents, drawings, BOQs, and technical inputs.
Coordinate with internal teams (Design, Planning, Commercial, Projects) to ensure clarity of requirements before issuing RFPs.
Follow up with vendors to obtain complete techno-commercial proposals within defined timelines.
Respond to vendor queries during the tender stage and ensure fair and transparent communication.
Techno-Commercial Evaluation
Prepare detailed techno-commercial comparison statements for proposals received.
Analyze pricing, scope compliance, exclusions, qualifications, and commercial terms.
Coordinate technical evaluations with user departments and consultants.
Support negotiations with vendors to achieve best value for the company.
Contracting & Documentation
Draft Letters of Award (LOA), contracts, and LPOs in coordination with legal and commercial teams.
Ensure all contractual documents reflect agreed scope, timelines, and commercial terms.
Maintain accurate and complete procurement records in line with system and audit requirements.
Obtain necessary internal approvals as per Delegation of Authority (DOA).
Delivery Follow-up & Timeline Compliance
Track vendor deliverables and ensure supply/services are aligned with project schedules.
Coordinate with Planning and Project teams to monitor procurement status against programme milestones.
Proactively highlight risks in procurement timelines and support mitigation actions.
Vendor Development & Market Intelligence
Identify and onboard new vendors to enhance competitiveness and vendor pool quality.
Maintain and update the approved vendor database.
Conduct market checks, benchmarking, and vendor performance reviews.
RequirementsBachelor's degree in engineering, Supply Chain, or related field.
47 years of procurement experience in real estate development, construction, or consultancy environment.
Familiarity with RFP processes for consultants, contractors, and development services.
Knowledge of contract documentation, LPOs, and procurement compliance.
Strong understanding of project timelines and their linkage to procurement activities.
Experience working within ERP/procurement management systems preferred.
