Position: Senior Procurement Package Manager MEP (UAE)

Job Summary
The Senior Procurement Package Manager MEP is responsible for managing the end-to-end procurement of major Mechanical, Electrical, and Plumbing (MEP) packages for large-scale construction projects in the UAE. The role ensures timely sourcing, cost optimization, compliance with UAE regulations, and alignment with project schedules and commercial objectives.
This position plays a key role in delivering complex projects across residential, commercial, hospitality, mixed-use, and infrastructure developments.
Key Responsibilities
Procurement Strategy & Planning
- Develop and execute procurement strategies for MEP packages in line with project budgets, timelines, and UAE market conditions
- Prepare detailed procurement schedules aligned with construction programs and long-lead items
- Conduct market analysis and identify qualified UAE-approved suppliers and subcontractors
MEP Package Management
- Manage procurement of HVAC, Electrical, Plumbing, Fire Fighting, ELV, BMS, and specialist MEP systems
- Prepare and issue RFQs/RFPs and tender documents in coordination with engineering and commercial teams
- Lead technical and commercial evaluations, clarifications, and negotiations
Commercial & Contract Management
- Negotiate subcontract and supply agreements to achieve best value while maintaining quality and compliance
- Prepare recommendation and award reports for internal approvals
- Ensure adherence to contract terms, payment milestones, warranties, bonds, and insurance requirements
Stakeholder & Supplier Coordination
- Coordinate with consultants, project managers, site teams, and logistics providers
- Manage supplier relationships and resolve procurement-related issues affecting site progress
- Monitor supplier performance and enforce contractual obligations
Cost Control & Reporting
- Track procurement budgets, cash flow, and cost forecasts
- Support value engineering and cost-saving initiatives without compromising performance
- Manage variations, claims, and change orders related to MEP packages
Compliance & Quality Assurance
- Ensure all materials and systems comply with UAE authorities requirements (DEWA, ADDC, ADWEA, Etihad WE, Civil Defence, etc.)
- Coordinate material submittals, inspections, factory acceptance tests (FAT), and approvals
- Ensure compliance with HSE, sustainability, and project quality standards
Qualifications & Experience
Education
- Bachelor's degree in Mechanical or Electrical Engineering, Building Services, or Construction Management
Experience
- 1015 years of procurement experience in MEP construction projects
- Minimum 5 years in the UAE/GCC construction market
- Proven experience managing high-value MEP packages for large-scale developments
- Strong knowledge of local suppliers, subcontractors, and authority approval processes
Skills & Competencies
- In-depth knowledge of MEP systems and construction practices in the UAE
- Strong commercial, negotiation, and contract management skills
- Experience with FIDIC-based contracts and UAE procurement practices
- Ability to manage multiple packages across concurrent projects
- Strong communication, leadership, and stakeholder management skills
- Proficient in ERP/procurement systems and MS Office
Preferred Certifications
- MRICS, MCIPS, PMP, or equivalent
- Knowledge of UAE building codes and authority regulations
