Job Description

Senior Procurement Specialist (Construction) - KSA

We are seeking an experienced Senior Procurement Specialist (Arabic speaker) with a strong background in the Saudi Arabian construction industry, particularly in managing complex procurement operations for large-scale civil, architectural, and structural (CAS) packages.
The ideal candidate will bring hands-on expertise in vendor management, contract negotiation, and strategic sourcing to support the successful delivery of major construction projects across Saudi Arabia.



Key Responsibilities
Procurement & Subcontract Management


  • Develop and execute procurement strategies aligned with project requirements, budgets, and local KSA market conditions.




  • Manage high-value procurement packages, ensuring timely and cost-effective sourcing of materials, subcontractors, and services.




  • Oversee subcontractor and supplier prequalification, registration, and performance evaluation processes.




  • Negotiate commercial terms, pricing structures, delivery schedules, and contractual conditions to achieve cost efficiencies while maintaining quality and compliance.




  • Ensure all procurement activities comply with Saudi Arabian laws, regulations, and contractual obligations.




  • Work closely with project, commercial, and engineering teams to support subcontractor performance and milestone delivery.




  • Conduct post-project procurement reviews to assess supplier performance and identify opportunities for improvement.




  • Align procurement plans with project schedules, cash flow forecasts, and site requirements in coordination with finance and planning teams.




  • Apply value engineering principles to achieve cost-effective procurement solutions without compromising quality or specifications.





Vendor & Supplier Management


  • Identify, evaluate, and onboard reliable local and international suppliers for construction materials and services.




  • Conduct market analysis to benchmark pricing and identify competitive suppliers within KSA and the wider GCC region.




  • Build and maintain strong, long-term relationships with key suppliers and subcontractors.




  • Monitor supplier KPIs to ensure compliance, quality standards, and on-time delivery.





Stakeholder & Compliance Management


  • Act as a key interface between procurement, project management, engineering, and finance teams.




  • Ensure adherence to internal procurement policies and KSA regulatory frameworks.




  • Prepare and present procurement reports, cost analyses, and supplier performance summaries to senior management.





Key Qualifications & Experience


  • Bachelor's degree in Civil Engineering, Construction Management, Supply Chain, or a related discipline.




  • Minimum 8+ years of procurement and subcontract management experience within the KSA construction sector.




  • Proven experience managing procurement for major CAS construction packages on large-scale or landmark projects.




  • Strong understanding of Saudi construction regulations, logistics, and local supplier networks.




  • Excellent negotiation, contract management, and cost-control skills.




  • Fluent in Arabic and English (spoken and written).





Preferred Skills & Competencies


  • Strong stakeholder management and cross-functional collaboration skills.




  • High attention to detail with solid analytical and problem-solving abilities.




  • Ability to work under pressure and manage multiple procurement packages simultaneously.




  • Proficiency in procurement tools and systems such as MS Office, ERP systems, and familiarity with AutoCAD.




  • Working knowledge of FIDIC contracts and international procurement best practices.
