About the Role
We are seeking a Senior Programme Manager to partner closely with the Head of the People Synergy Center (PSC) and lead several large-scale People programmes from strategy through implementation and adoption.
This is a hands-on delivery role requiring strong programme-management discipline and practical knowledge of HR operations. You will bring structure to complex initiatives, coordinate stakeholders across functions and markets, and ensure programmes deliver measurable outcomes.
You will also strengthen the PSC's operating capabilities by establishing governance frameworks, documentation standards, playbooks and a central knowledge base. The portfolio may include People transformation, shared-services development, M&A integration and financial-services-related workstreams.
Key Responsibilities
Programme Delivery and Governance
- Lead multiple People programmes concurrently, covering scope, plans, milestones, dependencies, resources, budgets, risks and delivery outcomes.
- Translate strategic priorities into structured programme plans with clear ownership, decision points and success measures.
- Establish and manage programme governance, steering committees, executive reporting and escalation processes.
- Maintain RAID logs covering risks, assumptions, issues and dependencies.
- Identify and resolve programme risks, blockers and interdependencies before they affect delivery.
- Track programme progress and ensure agreed timelines and objectives are met.
Stakeholder and Change Management
- Coordinate stakeholders across People Operations, Centres of Excellence, People Business Partners, People Technology, Finance, Legal and external partners.
- Manage expectations and maintain alignment across multiple markets and time zones.
- Prepare programme communications and executive-level updates.
- Lead change-management and adoption activities for affected teams.
- Manage vendors and partners involved in programme delivery.
M&A, Integration and Transformation
- Support the People workstreams for mergers, acquisitions and post-merger integrations.
- Coordinate the integration and harmonisation of People policies, processes, systems and operating practices.
- Manage transition plans, risks, dependencies and implementation timelines.
- Design and implement process and operating-model improvements that increase the efficiency, quality and scalability of People services.
Knowledge Management and Operational Excellence
- Develop and maintain a central knowledge base containing SOPs, runbooks, playbooks, process documents and decision logs.
- Establish documentation standards covering naming conventions, ownership, access controls, versioning and review schedules.
- Capture lessons learned and convert programme outcomes into reusable frameworks and playbooks.
- Develop onboarding materials, training and self-service resources for the PSC and partner teams.
- Facilitate knowledge transfer to reduce dependency on individual team members.
- Partner with People Technology to improve the accessibility of knowledge through HR, service-management and collaboration platforms.
Measurement and Reporting
- Define and monitor programme success measures, including cost efficiencies, service levels, adoption and operational impact.
- Analyse programme data and provide clear recommendations to People and business leaders.
- Use performance insights to resolve issues and adjust programme plans where required.
Requirements
- Proven experience managing multiple large-scale, cross-functional programmes simultaneously.
- Strong programme-management capabilities across planning, governance, budgeting, risk management and stakeholder engagement.
- Practical understanding of HR operations across the employee lifecycle, including onboarding, HR service delivery, HRIS operations, payroll interfaces and shared-services models.
- Experience developing and maintaining process documentation, SOPs, playbooks, runbooks or knowledge-management practices.
- Experience coordinating stakeholders and external vendors across different markets and time zones.
- Strong analytical, structured problem-solving and risk-management skills.
- Excellent written and verbal communication skills, including the ability to brief and influence senior leaders.
- Able to work independently and create structure in ambiguous, fast-moving environments.
Good to Have
- Experience supporting M&A, post-merger integration or large-scale organisational transformation.
- Exposure to HR and service-management platforms such as Workday, ServiceNow, SmartRecruiters or Confluence.
- Project or programme-management certification such as PMP, PRINCE2, Agile or Scrum.
- Experience supporting APAC or global multi-market operations.
- Background in HR shared services, HR outsourcing, process excellence or continuous improvement.
- Lean or Six Sigma certification or experience.
