Job Description

Position Overview

The Senior Project Administrator (HR & Admin) will oversee all human resources and administrative operations at the project site. This role requires deep expertise in site-based HR management, strong knowledge of UAE labour regulations, and hands-on experience supporting large oil & gas or EPC projects. Prior experience working on ADNOC onshore/offshore sites is highly preferred.

Key Responsibilities

  • Site HR Leadership — Serve as the primary HR focal point at the project site, advising line managers and employees on HR policies, procedures, and site-related matters. Managing 1000+ Employees at site including blue collar & white collar.
  • Mobilization & Demobilization — Manage full-cycle site mobilization and demobilization formalities.
  • Time & Attendance Management — Oversee timekeeping, attendance, leave tracking, and manpower allocation.
  • Labour Law Compliance — Ensure all employment practices comply with UAE labour regulations and ADNOC site requirements.
  • Employee Relations — Address grievances, manage disciplinary actions, and support conflict resolution in line with company policies.
  • Site Administration — Coordinate accommodation, transportation, site access passes, canteen/welfare facilities, and general site administration.
  • Payroll Coordination — Support head office HR with monthly payroll inputs, audits, and manpower reporting.
  • Documentation & Records — Maintain accurate employee files, site logs, and administrative records.
  • Stakeholder Coordination — Liaise with client representatives, subcontractors, and internal teams on manpower and administrative requirements.
  • Workplace Culture & Engagement — Promote positive work culture, safety awareness, and employee engagement initiatives at the site.

Requirements

  • Bachelor's degree in Human Resources, Business Administration, or related field
  • Minimum 12 years of HR & Admin experience in oil & gas construction or EPC projects
  • Strong knowledge of UAE Labour Law and site compliance requirements
  • Mandatory experience with ADNOC site mobilization (onshore & offshore)
  • Proven ability to manage white- and blue-collar workforces in multicultural environments
  • Excellent communication, interpersonal, and organizational skills
  • Proficiency in MS Office and HR documentation systems
