Project Overview

Expo 2030 Riyadh is a global platform where countries, organizations, and individuals will come together to collaborate. Under the theme Foresight for Tomorrow, the Expo promotes sustainable development, innovation, and transformative thinking. The event will be held from October 2030 to March 2031 and is expected to welcome over 40 million visits.

The 6 km² Masterplan outlines a comprehensive framework for participation and infrastructure at the Expo. The exhibition space, totaling 491,100 m² GFA, can accommodate up to 197 participating countries and 29 international organizations. Working collaboratively with our customer, Expo 2030 Riyadh Company (ERC), Bechtel will manage the infrastructure program which comprises early works, utilities, and publicly accessible spaces like streets and parks. Our scope on the six-square-kilometer site will transition into a mixed-use legacy development to serve the community after the six-month event is over. The project's master plan leverages international sustainability standards for urban afforestation, treated water, and energy sources.

Job Summary

The Senior Project Manager, reporting to the Delivery Director, supports the overall leadership and supervision of the Construction Delivery Team across the assigned portfolio. The role provides continuity by deputizing for the Delivery Director and Package Managers as required during periods of absence, meetings, or peak workload.

The Senior Project Manager also supports the Senior Leadership Team in delivering the agreed execution strategy and serves as a key point of contact for the Client, maintaining strong stakeholder engagement.

In this capacity, the Senior Project Manager is responsible for overseeing and supporting the delivery of the program through to completion. This includes planning, directing, and coordinating team activities, as well as monitoring performance to ensure alignment with project objectives.

The role drives the consistent implementation of Safety and Quality programs across the portfolio, promoting standardization and excellence in delivery. Working closely with the ESH Director and Quality Manager, the Deputy Delivery Director ensures full integration of safety, quality, and operational requirements, while maintaining strategic alignment with the Client to achieve successful program outcomes.

Major Responsibilities

  • Provide support to the Delivery team that has the responsibility for delivering design, procuring contractors and overseeing construction and compliance of contractors, ensuring works are carried out as per the drawings, specifications and standards, as per schedule and ensures compliance to ES&H plans, quality standards and local/national regulatory safety codes.
  • Resolve issues escalated from the team that are non-standard and requires the benefit of extensive experience in the industry and innovative approaches
  • Oversee performance of the general contractors, project status, schedule, cost control, change management systems.
  • Supports the team to ensure that continuous work fronts are available through review of look ahead schedules, commodity charts, resource charts, engineering deliverables, material delivery schedules and any other service requirements including contractor submittals.
  • Provide support as required with stakeholders to ensure required permits and licenses are in place prior to the start of the specific work at site. Verifies compliance with Permit and License requirements and stipulations.
  • Work within a multi-functional team who will be managing project performance and progress
  • Maintains an effective relationship with client, stakeholders and other functional departments and coordinates all jobsite contractual activities.
  • Monitor site activities and ensure compliance with all safety, quality and environmental requirements.
  • Managing the team and provide support in the management of Contractors and third parties to ensure the delivery of the works to meet the schedule and handover to the successor activities to meet the overall program objectives.
  • Ensure that the plans and procedures are in place for all engineering, procurement, construction activities and ensures their compliance including strict adherence to local and national regulatory codes, ES&H and quality requirements.

Education And Experience Requirements

A recognized bachelor's or master's degree (or equivalent) in civil, mechanical or electrical engineering.

Required Knowledge And Skills

  • Minimum 25 years of experience on large Infrastructure Projects, hands-on experience of construction activities, 10 years working in role as a Project Manager and 5 years in a Senior Leadership position.
  • Experience of leading large infrastructure projects from a Contractor or a Project Management consultant perspective.
  • Thorough knowledge of all phases of project activities including contracting strategy, budget approvals, procurement execution planning, contractor mobilization, jobsite setup, contractor performance management, testing, commissioning and public realm works from inception to handover.
  • Knowledge of industry/regulatory codes & standards and practices governing projects.
  • Knowledge of ES&H requirements especially associated with large infrastructure construction, building works, public realm works, testing, commissioning and handover.
  • Experience in KSA / Middle east / GCC is preferred.
  • Must have good oral and written communication skills in English, Arabic speaking is advantageous.
