Job Posting Location: Damascus, Syria

Position Objective:

The Senior Project Manager - Technical Facilities will lead NT's Owner's Engineer oversight and assurance of the contractors and EPC delivery of the civil, mechanical, and electrical (CME) works across the Client's data center sites, from site acquisition through construction, commissioning, and final handover. This role keeps NT firmly in its consultant and Project Management Consultant (PMC) assurance posture rather than self-performing the works, ensuring compliance with scope, schedule, cost, and quality against the agreed Project Implementation Plan. The ideal candidate brings strong local knowledge of the Syrian market, permitting, and utility connections.

Job Description & Responsibilities:

  • The Senior Project Manager - Technical Facilities leads NT's delivery oversight of the CME and MEP workstream across several mission-critical sites and directs the CME Site Managers and Project Managers reporting in.
  • Lead NT's delivery assurance of the EPC contractor CME scope across the assigned sites, without taking on the contractor's self-perform role.
  • Direct and support the CME Site Managers and Project Managers, set priorities, and resolve cross-site conflicts over resources.
  • Maintain the baseline Project Implementation Plan, agree it with the Client, and monitor every site against it through to handover.
  • Manage daily, weekly, and monthly progress reporting against the baseline, flagging problem areas early with actions to close them.
  • Review and challenge EPC and contractor schedules, sequencing, and method statements, raising concerns where the plan misses delivery dates.
  • Review EPC payment applications against measured progress, assess variations and claims, and maintain workstream cost and capital expenditure trend reporting.
  • Maintain the workstream risk register and dependency log, and escalate high-rated risks before they affect the schedule.
  • Oversee the commissioning sequence through Levels L1 to L5, where L5 is the Integrated Systems Test, and verify QA/QC snagging and punch list closure before acceptance.
  • Ensure delivery remains aligned to the Client-designated availability tier (Uptime Institute Tier III or Tier IV per site), raising field deviations through the design-governance route.
  • Monitor HSE compliance across the assigned sites and apply local knowledge of Syrian permitting and utility timelines to keep the plan realistic.
  • Coordinate interfaces between the CME workstream and the design, IT, and facility certification teams to keep handover on track.
  • Prepare clear progress, cost, and risk reports for the Program Manager and support Client and stakeholder reviews.

Qualifications & Experience:

  • Bachelor's degree in Civil, Mechanical, or Electrical Engineering, or a closely related discipline.
  • Minimum 8 to 10 years of project management experience in construction or technical facility delivery, including data center or mission-critical, MEP-intensive projects with critical power systems.
  • Proven experience leading a portfolio of parallel sites with subordinate site managers and project managers reporting in.
  • Demonstrated experience driving CME or MEP works through Commissioning Levels L1 to L5 to the Integrated Systems Test and live handover.
  • Working knowledge of Uptime Institute Tier classifications, TIA-942, and the facility certification path (Tier Certification of Design Documents and Tier Certification of Constructed Facility).
  • Working command of Primavera P6 and/or Microsoft Project, QA/QC and acceptance processes, risk management, and change control on multi-stakeholder programs.
  • Substantial local knowledge of the Syrian market, permitting, and utility connections; post-conflict or comparable complex-market experience is a strong advantage.
  • Project Management Professional (PMP) certification, current and valid, required.
  • Strong communication and reporting in English; Arabic required or strongly preferred for liaison with contractors, authorities, and site teams.
