Job Description
Key Responsibilities
A. Quality Management & Compliance
- Implement the project-specific Quality Management Plan (QMP) in alignment with ISO 9001 requirements.
- Ensure compliance with Metro and Railway standards (EN, IEC, AREMA, NFPA 130, etc.).
- Develop, update, and control Project Quality Procedures (PQPs), ITPs, and Method Statements.
B. Client & Consultant Coordination
- Act as the primary interface with the Customer and Consultant for all quality-related matters.
- Attend weekly and daily Quality/Progress meetings.
- Respond professionally to NCRs, SORs, and Quality Observations.
- Ensure effective follow‑up until closure of all consultant comments.
C. Inspections & Documentation
- Prepare, submit, and follow up Material Inspection Requests (MIR) and Work Inspection Requests (WIR) until approval.
- Ensure all materials comply with contract technical specifications and approved submittals.
- Supervise site inspections and verify contractor/subcontractor compliance.
D. Punch List Management
- Lead punch list generation, distribution, tracking, and closure for all disciplines.
- Coordinate with construction, testing, and commissioning teams to achieve timely handover.
E. Testing & Commissioning (T&C) Oversight
Strong knowledge and involvement in Metro Testing & Commissioning activities, including:
- PICO – Pre‑Installation Check-Out
- SIT – Site Integration Tests
- SAT – Site Acceptance Tests
- Reviewing and approving testing procedures, test records, and ensuring compliance with railway safety and performance requirements.
- Supporting system integration, signaling, telecom, power supply, SCADA, and rolling stock testing phases.
- Documenting and verifying test results and ensuring readiness for Trial Run & Final Acceptance.
F. Quality Audits & Performance Monitoring
- Plan and conduct internal quality audits on site and subcontractors.
- Prepare monthly Quality Reports, KPI dashboards, NCR logs, MIR/WIR status, and testing progress.
- Ensure continuous improvement and preventive actions across all project phases.
G. Team Leadership
- Supervise Quality Engineers, Site Inspectors, and Document Controllers.
- Provide training and awareness sessions on QMS requirements and inspection procedures.
Required Qualifications & Skills
- Bachelor's degree in engineering (Electrical, Mechanical, Civil, or related).
- Minimum 5 years of Quality Assurance experience in Metro or Railway projects.
- Strong knowledge of Metro systems, interfaces, and testing phases (PICO, SIT, SAT).
- Excellent understanding of ISO 9001 and project QA/QC practices.
- Strong communication and negotiation skills with Client and Consultant.
- Experience in managing MIR/WIR cycles, NCR closure, and punch list systems.
- Proficiency in document control systems and reporting (Excel, SharePoint, Aconex, etc.).
- Must be currently residing in Alexandria.
