Senior Quantity Surveyor (Civil)

We are seeking an experienced Senior Quantity Surveyor (Civil) to join our Oil & Gas EPC project team in the UAE.

This is not a traditional quantity surveying role. We are looking for a commercially astute professional who can establish the true cost position of a project, identify cost leakage and productivity losses, support project recovery initiatives, and provide data-driven recommendations that improve project outcomes and profitability.

YOUR ROLE

As Senior Quantity Surveyor (Civil), you will play a critical role in cost forecasting, quantity analysis, earned value measurement, productivity assessment, and recovery planning across major EPC construction projects.

Commercial & Cost Control

  • Establish and maintain an integrated cost control framework covering: Budgets, Actual costs, Commitments, Accruals, Estimate to Complete (ETC), Estimate at Completion (EAC), Forecast margins, Cash flow interfaces
  • Develop and align WBS/CBS structures with project schedules, quantities, manpower, procurement activities, subcontract packages, and construction work fronts.

Quantity & Productivity Analysis

  • Measure earned versus actual man-hours and productivity across civil construction activities.
  • Track quantities installed versus planned quantities and identify cost inefficiencies and productivity shortfalls.
  • Analyze resource utilization and identify idle or nonproductive manpower and equipment.

Project Recovery & Performance Improvement

  • Support the development and implementation of a quantified Project Recovery Plan covering: Productivity improvement initiatives, Manpower optimization, Demobilization strategies, Subcontractor performance enhancement, Procurement and material exposure mitigation, Indirect cost reduction opportunities, Schedule acceleration and work resequencing.
  • Challenge project assumptions and provide fact-based commercial recommendations using quantity, productivity, and cost data.

Forecasting & Reporting

  • Forecast manpower requirements and cost-to-complete based on remaining quantities and realistic productivity assumptions.
  • Produce weekly and monthly variance reports highlighting: Root causes, Responsible stakeholders, Corrective actions, Financial impact, Recovery opportunities
  • Conduct scenario analyses to assess the impact of recovery initiatives on project completion dates, productivity, and EAC.

Stakeholder Management

  • Work closely with Construction Managers, Project Controls, Planning, Commercial, and Discipline Leads.
  • Integrate quantity surveying data with Primavera P6 schedules and commercial entitlement assessments.
  • Distinguish between recoverable client-related costs and internal execution inefficiencies.
  • Support project leadership with executive dashboards and management review presentations.

WHAT WE'RE LOOKING FOR

Experience

  • 15-20+ years of experience in Quantity Surveying, Cost Management, or Project Controls.
  • Significant experience on major Oil & Gas EPC construction projects.
  • Proven involvement in recovering or improving underperforming projects through commercial control and productivity enhancement.
  • Strong contractor-side EPC experience is essential.
  • ADNOC, UAE, or GCC project experience is highly preferred.

Education and Certifications

  • Bachelor's Degree in any Specialization

Skills and Competencies

  • Advanced knowledge of: Quantity surveying principles, Cost forecasting and cost control, Earned Value Management (EVM), Man-hour and productivity analysis, WBS/CBS structures, Commitments and accruals management, Cost and cash flow forecasting.
  • Strong proficiency in: Primavera P6, Advanced Excel, Power BI
  • Experience with EcoSys, SAP, Oracle, or similar ERP/cost management systems is advantageous.
  • Strong understanding of EPC construction methodologies across: Civil Works, Structural Works, Mechanical Interfaces, Electrical & Instrumentation Coordination.
  • Ability to challenge assumptions using factual project performance data rather than relying solely on reported progress.
  • Strong analytical and commercial acumen.
  • Exceptional communication and stakeholder management skills.
  • Highly proactive, detail-oriented, and results-driven.
  • Confident in engaging and influencing senior project and construction leadership teams.
