The Digital Cooperation Organization is the world's first standalone international intergovernmental organization focusing on the acceleration of the growth of an inclusive and sustainable digital economy. It is a global multilateral organization founded in November 2020 that aims to enable digital prosperity for all.
The DCO brings together the Ministries of Communications and Information Technology of its Member States, and is focused on empowering youth, women, and entrepreneurs, leveraging the accelerative power of the digital economy, and leapfrogging with innovation to drive economic growth and increase social prosperity.
About the Role:
The Senior Resource Mobilization & Funding Specialist plays a critical role in fueling the execution of the Organization's strategic programs. In this position, you will drive the identification, evaluation, and end-to-end development of high-impact funding opportunities globally.
This role combines strategic analysis with relationship architecture. You will contribute to sophisticated financial modeling, while proactively packaging, promoting, and managing diverse fundraising initiatives. By transforming complex programmatic goals into compelling investment cases, you will expand the Organization's funding network, engage strategic donors, and secure the vital resources needed to accelerate digital economy development for our membership.
Responsibilities:
- Support the development and implementation of operational plans aligned with DCO's strategic objectives.
- Contribute to the annual budgeting process and monitor fund utilization to ensure financial efficiency and risk mitigation.
- Ensure compliance with established policies and procedures while identifying opportunities for continuous improvement in systems, processes, and productivity.
- Collaborate with Digital Economy Accelerator functions and technical teams to structure programs into fundable opportunities.
- Develop and maintain donor intelligence to assess feasibility, profitability, and strategic alignment of funding opportunities.
- Conduct due diligence, including financial, legal, and technical assessments, ensuring compliance with regulatory and DCO requirements.
- Lead the preparation of high-quality funding proposals and opportunity packages that clearly articulate value propositions and meet donor expectations.
- Analyze and prioritize opportunities based on financial viability, ecosystem impact, and strategic alignment to support decision-making.
- Manage donor reporting, relationships, and recognition to ensure transparency and fulfillment of commitments.
- Execute fundraising and promotional strategies in collaboration with Outreach and Global Communications teams, including campaigns, events, and digital initiatives.
- Serve as a key point of contact for current and prospective funding partners, supporting negotiations and agreement finalization in coordination with Legal and technical teams.
- Monitor fund allocation and utilization across initiatives and produce transparency and accountability reports.
Qualifications:
- 4+ years of professional experience in resource mobilization, venture capital, corporate finance, investment banking, or economic development.
- Bachelor's degree in Business Administration, Economics, Finance, Development or a related equivalent field is required.
- Master's degree in Business Administration, Economics, Finance, Development or equivalent is preferred.
Required Skills:
- Proven experience in financial modeling, investment analysis, and structuring funding opportunities.
- Strong track record in developing funding proposals, investment cases, and donor-facing materials.
- Experience in managing donor and partner relationships, including engagement and negotiation support.
- Exposure to due diligence processes (financial, legal, and operational) and funding compliance requirements.
- Ability to work cross-functionally to translate programs into fundable opportunities and deliver results in a fast-paced environment.
