Job Description

Parsons is looking for an amazingly talented Senior Rolling Stock Engineer to join our team!

The Senior Rolling Stock Engineer will be responsible for defining, specifying, and overseeing rolling stock requirements for a rail infrastructure project, ensuring alignment with operational, performance, and passenger experience objectives. The role will cover rolling stock from concept through design, procurement support, testing, and commissioning, ensuring full integration with rail systems and operational interfaces

What You'll Be Doing

  • Lead the definition, development, and integration of rolling stock requirements across all project stages, from feasibility and concept design through detailed design, D&C tender support, and delivery
  • Develop technical specifications and performance requirements for rolling stock, including speed, capacity, reliability, passenger comfort, and suitability for express railway operations
  • Ensure full integration of rolling stock with rail systems including signalling (ATC/CBTC), power supply, platform interface, depot facilities, OCC systems, and relevant external systems including airport-related interfaces where applicable
  • Define rolling stock configurations to support express railway requirements, including luggage storage, passenger and baggage planning, efficient boarding and alighting, and premium passenger experience
  • Support preparation of Design and Construct tender documentation, including rolling stock technical specifications, performance criteria, and interface requirements
  • Coordinate interface management between rolling stock and infrastructure systems, ensuring alignment with Interface Management processes and Interface Control Documents (ICDs)
  • Support Systems Engineering activities including requirements definition, verification, validation, and traceability for rolling stock systems
  • Develop and support testing and commissioning strategies including FAT, SAT, SIT, dynamic testing, and trial operations to ensure operational readiness
  • Identify and manage technical and integration risks related to rolling stock, including operational interfaces and passenger and baggage requirements, and implement mitigation measures
  • Coordinate with multidisciplinary teams, stakeholders, operators, and authorities to ensure alignment with operational, regulatory, and integration requirements
  • Ensure compliance with project specifications, safety standards, and international rolling stock and railway standards
  • Provide technical leadership and support to the Project Manager and multidisciplinary teams, contributing to the delivery of large-scale rail or airport-integrated projects

What Required Skills You'll Bring


  • Relevant Engineering Degree (Mechanical, Electrical, or equivalent) from a recognized University
  • Minimum 15 years of experience in the AECO industry or relevant field
  • Minimum 10 years of experience in rail projects and/or rail operations in Dubai, the GCC, and/or internationally
  • Certification or membership of a recognized and relevant professional institute or association is an advantage
  • Extensive knowledge and demonstrable experience in rolling stock definition, design, and integration for large-scale rail or infrastructure projects, including express or high-performance railway systems
  • Relevant expertise in rail systems, airport integration, rolling stock definition for express railway service, and passenger and baggage planning
  • Proven experience in managing both technical and management scope of complex rolling stock packages within mega rail or infrastructure projects, working closely with Project Managers and delivery teams
  • Strong understanding of integration between rolling stock and other rail systems including signalling, power, platform systems, depot, and control systems

What Desired Skills You'll Bring


  • Experience in airport-integrated rail systems, including coordination with terminal operations and Baggage Handling Systems (BHS), is highly desirable
  • Familiarity with international standards and best practices for rolling stock design, safety, and operations
  • Demonstrable communication and leadership skills, with the ability to coordinate multidisciplinary teams and engage effectively with stakeholders
  • Strong analytical and problem-solving capabilities with the ability to identify risks and implement practical solutions
  • Ability to operate effectively in complex, fast-paced, multi-stakeholder environments and support delivery across all project stages
