JOB PURPOSE:
Supports the Head of Discipline in Cost Engineering within the function,providestechnical support with regards to adherence of theADNOCGroup Estimating standardand guidelineby the ADNOC group companiesu2019 projects teams. Supportsin defining a clear ADNOCestimatingstrategy, processes,practicesand toolsets forestimating,benchmarking and lessons learnt.Supportsthe assurance of competence and assessments ofcost estimationpersonnel throughout ADNOC andadviseson areas for future development.Ensuresadherence that ADNOCestimating standardand guidelinesare beingmaintainedthroughout the Group Companies whilst providing direction across group companies to form strong and effective relationships across functionsinsuresownership, embraceschange, improvesprocessesand resolvesconflicting prioritiesin order toensure efficientprojectdelivery.
KEY ACCOUNTABILITIES
ProjectCost Estimation
Help overseegroupu2019s overall Cost Estimation project program,monitoralignment with definedtargetsandidentifydeviations and risks to be reported to the Head ofCost Engineering.
Definesdetailed group-specificproject cost estimationpolicies, procedures,methodologiesand tools in line with ADNOC guidelines and ensure their dissemination in the organization and compliance (e.g. Value Assurance Process).
Providestechnicalexpertiseinproject costestimating wheneverrequired.
Ensuresaccuracy, completeness,transparencyand consistency of the reports / dashboard.Ensuresreports are distributed to and understood by all stakeholders
Ensureskey issues requiring Group Companymanagement / shareholders attentionishighlighted.
ParticipatesinCost Estimate & Schedule assurance reviews (CESAR) and supportsPost Investment Reviews (PIR) post operational performance test completion.
Providestechnical advice to BLD for interface with IPC, MIC, & other group functions
Lead /Participatein assurance audits and reviews (e.g. independent project reviews (IPRs)) to ensure alignment of projects to ADNOC policies andidentifyany opportunity to enhance overall value.
Supportininitiativesto improve capital delivery program and maximise ADNOCu2019s value.
Assistthedevelopment of Cost Estimating competency and career development program in addition toestablishingclear deployment guidelines with theobjectiveof ensuring having the right capability for the success of the capital delivery program.
Support thedevelopment of groupu2019s technical disciplines coordination and technical authority framework to align technical resources and activities across the group.
Investment and Valuations
In conjunction with the groupcompaniesestimators,assistin providing assurances to Finance that the estimatessubmittedby Group Companies to Investment and Planning areaccurateand reflect the project scopevia assurance reviews,CESARand IPR reviews.
Generic Accountabilities
Supervision
Plan, supervise and coordinate all activities in the assigned area to meet functionalobjectives.
Train and develop the assigned staff on relevant skills to enable them to become proficient on the job and deliver the respective sectionobjectives.
Budgets
Provide input for preparation of the Unit/Department/Section budgets,assistin the implementation of the approved Budget, and work plans to deliverobjectives.
Investigate and highlight any significant variances to support effective performance and cost control.
Policies, Systems, Processes & Procedures
Implement approved Unit/Department/Section policies, processes, systems, standards, and procedures to support execution of the work programs in line with Company and International standards.
Performance Management
Contribute to the achievement of the approved Performance Objectives for the Division / Function / Directorate in line with the Company Performance framework.
Innovation and Continuous Improvement
Design and implement new tools and techniques to improve the quality and efficiency of operational processes.
Identifyimprovements in internal processes against best practices in pursuit of greater efficiency in line with best industry standards to define intelligent solutions for issues confronting the function.
Identifyand track all changes or potential changes to the project scope, ensuring estimates of cost changes and schedule impact are given visibility with the client and project management.
Health, Safety, Environment (HSE)and Sustainability
Comply withrelevant HSE policies, procedures, controls, applicable legislation, and sustainability guidelines in line with international standards, bestpracticesand ADNOC Code of Practices.
Reports
Provide inputs to prepare Unit/Department/Section MIS and progress reports for Company Management.

QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS:
Minimum Qualification
Bacheloru2019s Degree in Engineering / Science/ Project Management or relevant disciplines.
Minimum Experience & Knowledge & Skills
10yearsrelevant experience in NOC's/IOC's, including at least4years in addressing technical discipline challenges as Expert / Principal / Discipline Technical Authority.
Major Project Management / Engineering Experience is essential.
