Job Purpose
Preparing and drafting legislation, laws and policies related to driver training and licensing and accreditation of driving institutes. The tasks also include preparing agreements and contracts regulating the Agency's relationship with institutes and licensing service providers, in addition to developing performance evaluation standards and indicators to ensure that driving institutes provide their services according to the highest quality standards. The job also includes preparing and developing studies and conducting benchmarking with the aim of improving and developing the quality of management performance.
Key Results & Accountabilities
- Preparing and developing drafts of legislation and laws regulating driver licensing activities, including driving institutes and providers of professional medical and vision test services for driving licenses and permits
- Preparing and updating agreements for practicing the activity of driver's training & qualifications that regulate the RTA's relationship with driving institutes and agreements with providers of professional medical and vision test services for driving licenses and permits
- Preparing and developing policies regulating the department's roles & responsibilities in accordance with applicable legislation, and reviewing policies owned by other departments that include specific tasks for the driver's licensing department
- Studying requests submitted by driving institutes regarding their service fees, including reviewing and approving campaigns and promotions
- Preparing and updating the unified training contract regulating the relationship between trainees and driving institutes
- Review and approve engineering plans for new institutes and branches in coordination with the technical committee in the licensing Agency
- Studying requests received from new investors and existing driving institutes related to licensing new driving institutes or branches in accordance with the requirements and controls for practicing the activity
- Conducting field visits to check the conformity of new training vehicles that driving institutes wish to license with the required technical specifications
- Performing site visits to driving institutes and branches before and after their official operations to ensure their compliance with licensing activity requirements
- Processing requests related to the compliance system with legislation and policies related to the departments tasks, studying grievances received from institutes, and presenting technical and legal opinions on them
- Performing technical visits to drivers training & testing sites of a special nature and the temporary training and examination sites to ensure their compliance with the standards and requirements before their accreditation and prepares the required technical reports
- Follow up on the implementation of agreements to practice the activity of drivers training with driving institutes, and measure their performance based on the approved evaluation criteria
- Develop and update driver's training & qualification controls and standards including measurable key performance indicators
- Developing new products and services that meet the requirements of customers and the legislative needs of the Agency, in coordination with the relevant parties inside and outside RTA
- Collaborate with all stakeholders internally and externally to develop, enhance, disseminate, and measure the effectiveness of development programs and processes
- Updating the section's processes and coordinating with other sections regarding updating the processes organizing their responsibilities
- Preparing technical studies related to requests received from countries wishing to sign mutual recognition agreements for UAE driving licenses, in coordination with the Ministry of Interior
- Preparing benchmarks and research related to the driver licensing sector and the driving education activity with the aim of improving the department's performance and developing its services
- Preparing analytical studies of new driver accidents and determining recommendations for updating training and examination curricula
- Handling daily inquiries from institutes regarding the implementation of policies related to the driving education activity
- Preparing periodic studies and reports that include recommendations for corrective measures required to improve the driver licensing sector
- Prepare drafts of press releases on the department's activities and respond to press inquiries related to the department's responsibilities
- Proofreading the Arabic translation of training manuals and knowledge test questions for different driving license categories upon updating
- Perform any additional tasks or responsibilities as directed by the direct manager or department Director
- Providing support to employees of other in the department's sections
Qualifications
Education
# Bachelor degree in Economics/ Business Administration from a recognized university, Master's degree is
preferred.
