JOB PURPOSE
This role aims to develop governance frameworks and policies for Operational Control Centers (OCCs), enhancing the efficiency and effectiveness of multimodal mobility governance to ensure alignment with the strategic goals of the RTA. It seeks to achieve close collaboration with stakeholders to improve return on investment (ROI). This role involves developing maturity assessment models, preparing key performance indicators (KPIs), and fostering partnerships to ensure the smooth operation of multimodal and multi-agency mobility systems.
KEY ACCOUNTABILITIES & DECISION-MAKING
1. Develop a comprehensive multimodal mobility governance framework for the Consolidated Control Centre (ECCD), ensuring alignment with RTA objectives.
2. Develop and regularly update the governance policies for the Consolidated Control Centre (ECCD) for multimodal mobility based on the approved governance framework.
3. Develop plans for implementing governance policies and processes across Operational Control Centers (OCCs) and Consolidated Control Centre (EC3).
4. Develop processes and guidelines for effectively implementing the outcomes of governance policies.
5. Establish key performance indicators (KPIs) and operational performance indicators (OPIs) to regularly evaluate and ensure the effectiveness of governance policies.
6. Develop and maintain memoranda of understanding (MoUs), service level agreements (SLAs), and operation level agreements (OLAs) that cover effective multimodal mobility functions.
7. Produce benefits realization reports that quantify the value and impact of the Operational Control Centers (OCCs).
8. Design and implement a comprehensive multimodal and multi-enterprise mobility governance training program.
9. Identify and assist in managing internal and external partners who need to develop and update service agreements and memoranda of understanding.
10. Review feasibility studies proposed by operational control centers to ensure alignment with strategic objectives and operational efficiency.
11. Participate in potential proof-of-concepts to enhance the functionality and capabilities of operational control centers.
12. Create opportunities for collaboration with local, national, and international companies specialized in enhancing operational control center operations.
13. Prepare international benchmark reports for operational control center services to ensure the adoption of best practices and continuous improvement.
14. Support the development, measurement, monitoring, and updating of operational control center maturity objectives. Assist in implementing plans to enhance operational control center maturity levels.
15. Conduct comprehensive assessments to determine the maturity level of operational control centers and identify areas for improvement.
16. Evaluate the current operating model of operational control centers and the Unified Control Center (OCCs/EC3) to identify gaps and opportunities for improvement.
17. Identify the needs and requirements for integrated operations between operational control centers and the Unified Control Center in multimodal mobility operations.
18. Develop future objectives for operational control centers and create a strategic roadmap for their implementation.
19. Develop an integrated operational framework to ensure integration and data exchange between operational control centers and the Unified Control Center for Multimodal Mobility Operations.
20. Conduct training sessions and workshops to ensure effective implementation of new governance strategies and practices.
21. Continuously monitor and improve governance and business policies.
22. Provide professional guidance and mentorship to team members.
23. Promote the integration of innovative technology to enhance operational capabilities and efficiency.
24. Manage resources efficiently to improve performance and impact.
25. Contribute to the strategic planning process for multimodal mobility operational control centers, ensuring alignment with the overall RTA objectives.
26. Comply with RTA quality standards and requirements.
27. Comply with RTA policies related to partners, customers, suppliers, and employees, and perform duties and responsibilities in accordance with RTA's Code of Ethics.
28. Comply with the health and safety regulations applied by the Roads and Transport Authority. 29. Perform duties and responsibilities as instructed and directed by the Department Manager.
EDUCATION
Bachelor's degree in Business Administration, Governance, Transportation Engineering/Computer/Mechatronics or any related field from a recognized university.
6 years of experience in the field for Master's degree holders.
8 years of experience in the field for Bachelor's degree holders.
