Job Purpose
Implementation of WCS FZE GHSE strategy and standards as set by Director of GHSE DPW HO, through the execution of global safety programmes/engagements and ensuring compliance with the DP World's philosophy of zero harm to our people & the environment.
The role ofSenior Specialist - Safety will monitor and support Health and Safety, Environmental and Worker Welfare Management, ensure compliance with applicable HSE laws and regulations and manage the WCS FZE office and external project Site programme's Health and Safety, Environmental and Worker Welfare risks.
Key Accountabilities
Promote and demonstrate positive behaviours in harmony withWorld Crane Services FZE values and culture.
Ensure that the highest levels ofHSEare applied in all activities.
Understand and adhere toWorld Crane Services FZE Code of Conduct and Ethics policies.
Provide Health, Safety & Environment (HSE) leadership and technical advice to theWorld Crane Services FZE management during all phases of daily operation in office and the projects during & before completion.
Provide leadership, direction and support for the implementation of World Crane Services FZE HSE Policy.
Assisting Project team in achieving the World Crane Services FZE HSE Objectives and Targets.
Monitor and measure safety and environmental performance targets forWorld Crane Services FZEproject.
Develop, write and maintain a variety of reports, documents, correspondence and records related toWorld Crane Services FZE HSE reporting requirement for theWorld Crane Services FZE.
Ensure the provision of sufficient competent contractor resources to allow for the safe delivery of the World Crane Services FZE services & projects.
Coordinates with all World Crane Services FZE BU and Procurement team in development of tender HSE documents and Prequalification deliverables for World Crane Services FZE projects.
Establish forums to promote a collaborative approach to Health and Safety leadership and identify and communicate industry best practices.
Maintain strong relationships with existing and potential stakeholders of the World Crane Services FZE customers.
Monitor and evaluate the World Crane Services FZE HSE & Worker Welfare programme to foster a proactive HSE culture including:
Engaging the construction contractor to improve HSE through:
Visible HSE Leadership
Behavioural Awareness Processes
Reward and recognition scheme
Leading Indicators, Near Miss Reporting and transparent HSE Data reporting
Risk reduction initiatives
Incident Management, emergency management and mock evacuations
Audit and evaluation protocols
Creating ownership by individuals and line management
Providing HSSE coaching in the field and
Routinely develop and analyse lead indicators to proactively improve HSE and worker welfare in conjunction with World Crane Services FZE management & Project team
Prepare and implement a schedule of HSE monitoring and audits.
Undertake HSE monitoring and assurance of construction activity at World Crane Services FZE office and project sites.
Manage and monitor the development of Project HSE Plans, Project Risk Register, Site Risk Assessments, Training and Project specific HSE deliverables. Advising management and contractors to improve HSE standards if required.
Maintain all required HSE documentation and monthly reporting related to World Crane Services FZE HSE matters, i.e. CIR's, HSE KPIs, external HSE notifications, incident reports, assurance reports, training logs etc.
Perform other related duties as assigned.
Qualifications, Experience and Skills
Formal health, safety & environmental, or appropriate, qualification to Diploma / Degree level.
Safety accreditation (e.g. NEBOSH General/ Construction Certificate or equivalent).
Minimum 5 years experience working in major construction project environments.
Proven experience in leading incident investigations including fatalities.
Proven facilitator of training programs.
Experience in the development and management of corrective action programs.
Experience in liaising with government, regulatory, industry and labour organisations.
Project and program management experience.
Contract and Contractor management experience.
Ability to develop strong working relationships at all levels within the organisation and lead / mentor workgroups and individuals.
Ability to recognise issues, analyse, formulate and implement appropriate solutions.
Excellent verbal, written communication, computer literacy, report writing and administrative skills.
