The Department of Community Development is hiring for the position of Senior Specialist- Social Monitoring (Foresight and Insights) to join their Social Monitoring team in Abu Dhabi.
The role main responsibilities are:
Insight Generation:
- Develop actionable insights and predictive models to inform strategic decisions and shape public policy
- Contribute to foresight initiatives in the social sector, including trend analysis and future scenario planning Produce comprehensive insight reports that translate data into clear recommendations for decision-makers
- Apply advanced scenario modelling techniques, leveraging statistical and machine learning methods to anticipate future developments
- Monitor key performance indicators (KPIs) through interactive dashboards to track sector performance Stakeholder Engagement
- Collaborate with cross-functional teams to understand social priorities and identify data-driven opportunities Translate analytical findings into clear, concise narratives for senior government officials and policy stakeholders
Project Management:
- Contribute to leading social monitoring and foresight projects from scoping to delivery, ensuring timely and high-quality outputs
- Promote data literacy and awareness of social trends across the organization Data Management & Quality
- Ensure integrity and accuracy of social datasets used for monitoring and forecasting
- Work closely with data engineering and AI teams to optimize data pipelines and governance for social indicators Innovation & Best Practices
- Introduce global best practices in social monitoring and foresight into a public sector context
- Recommend new tools and techniques to enhance social analytics and predictive capabilities
Required Qualifications:
Education bachelor's degree in a quantitative field such as Statistics, Data Science, Economics, Computer Science, Mathematics, Engineering (Masters are a plus)
Technical Skills:
- Proficiency in SQL, Python, SPSS/R for data manipulation and statistical analysis.
- Proficient in ArcGIS, QGIS, or similar platforms for geospatial data analysis and visualization.
- Experience in working with spatial datasets, conducting spatial joins, clustering, and heat mapping to uncover geographic trends and insights.
- Ability to integrate geospatial intelligence with demographic, economic, or infrastructure datasets to support location-based decision-making and resource allocation.
- Experience with data visualization tools such as Power BI, Tableau
Soft Skills

- Bilingual Arabic and English are required for operation needs
Minimum experience:
- 6 years of professional experience in analytics, ideally with at least 1-2 years in high-paced analytical environments.
- Proven experience working with large, complex datasets, especially in regulated or public sector contexts
- Background in government, public policy, urban planning, or national statistics is a plus.
- Track record of driving impact through data with examples of projects influencing strategic decisions or improving operations.
