Key Relationships

Authorities

  • Prepare project implementation schedules.
  • Communicate project, subcontractor and package updates to engineering team and management.
  • Organize, supervise and assign staffing. Planning, budget management in coordination with General Manager and Contract Manager including variances, technical decisions and conflict resolution.
  • Coordinate planning, startup, testing and commissioning of MEP services; liaise, coordinate, witness and assist HAI MEP Coordinator/ Manager in final approvals with the Authorities.
  • In coordination with General Manager, full authority for resources and making decisions affecting critical parts of the project.

Accountabilities

Planning and estimating, Change control documenting and control of site events, Scope definition management, Communication with stakeholders and Risk Register. Develop full coordination with MEP Consultancies and Contractors for all MEP systems for all test requirements, required inspections, factory start-up of major equipment, factory acceptance testing, project and vendor documentation requirements and integrated test plans.

Coordinate in house (HAI) for full Structural and Architectural design and construction phase coordination.

Duties and Responsibilities

  • Manage project activities including review of design and shop drawings as per international codes/standards and QCS 2014,
  • prepare Structural Scope of Works, Reports, Assessments Recommendations, Risk Analysis
  • Attend negotiation of contracts to reach profitable agreements
  • Review project scheduling in terms of resources; establish and maintain project risk registers. Report HAI and/ or Main Contractor on deficiencies or requirements.
  • Plan all construction operations and schedule intermediate phases to ensure deadlines will be met (scope of works definitions, coordination with Client, Contractors and Authorities).
  • Evaluate and advise on hiring subcontractors and other staff and allocate responsibilities.
  • Evaluate progress and prepare detailed reports.
  • Ensure adherence to all health and safety standards and report issues.
  • Establish and maintain the project handbook, project execution plan and procedures manual.
  • Develop, modify and Implement the project control system to match the requirements of the project.
  • Make executive decisions as required by the nature of the ongoing construction needs, except on those matters, which need to be discussed with the consultant before any action can be taken.
  • Comply with the clauses & requirements of all contract documents agreed between the consultant/ client/ contractor and all other parties and act accordingly.
  • Lead and manage project procurement, delivery, MEP testing and commissioning with HAI MEP Coordinator/ Manager.
  • Liaise with consultant and client / contractor whenever required to avoid any conflict of interests.
  • Control all project budgets including consultant's fees.
  • Establish and maintain project risk registers.
  • Manage and prepare tender and contract documents with HAI Contract Manager. Undertake contract administration.
  • Ensure staff and sub-contractors timesheets were accurately completed.
  • Maintain and complete project key performance indicators.
  • Update project plans to include agreed changes; revise of the plan whenever required.
  • Prepare accurate financial reports.
  • Responsible for costing, estimating and planning projects.
  • Follow the project time schedule and taking corrective action for any deviation occurred from time to time.
  • Control the works of (sub) contractors at site.
  • Attend the meetings with the client/ consultant/ contractor and with all parties related to the project.
  • Provide guidance & support to team members.
  • Prepare if required, review and approve Method Statements for all Construction works. Review and approve shop drawings, material submissions, conduct onsite inspections for all construction works and materials delivered, installation procedures, testing and commissioning and final Authorities inspections.
  • Controls and checks the quality and stock against requirements of the site. Conducts periodic site inspections and QAQC related duties as required.
  • Prepare and conduct weekly / monthly reporting and advise HAI / Client on Project baseline by producing S-curves, Critical Path and advise, prepare Action Plan.
  • Any other duties/responsibilities as assigned time to time based on business requirements.

  • At least 15 years of construction experience with working knowledge of civil, architectural mechanical,

electrical and plumbing, local Construction procedures and practices

  • Computer literate

Language

  • English
  • Arabic will be an advantage

Specialized Training/ Knowledge Required

  • Well-versed in all construction methodologies and procedures.
  • Good knowledge of MS Office.
  • Intermediate to advanced proficiency in Microsoft Project or Primavera.
  • A working knowledge of BIM ( desirable) and design software (ETABS), AutoCAD, ERP, PMP Software
  • Proven proficiency in project management techniques such as PMI/PMP.
  • Familiarity with quality and health and safety standards.

Qualifications

University Degree, Chartered through a relevant and appropriate institution. MMUP Certified Grade A, PMP certified preferable.

Experience

  • Min 15 years Experience on construction site with min 7 years` experience in Project Management
  • Experience of international construction practices is highly valued for this position.
  • Min 10 years Work experience in the construction industry in Qatar is MANDATORY
