Job Description

Job Purpose

Enhance the governance, integrity, and quality of all Licensing Agency systems by overseeing user access controls, ensuring compliance with approved policies and security standards, and enforcing quality and access governance frameworks. Managing preventive governance controls, compliance monitoring, and strengthening system resilience in alignment with the RTA's policies and information security frameworks.

Roles and Responsibilities

Strategy

• Drive compliance of licensing technical initiatives with RTA-mandated quality standards.

• Establish governance controls to prevent recurrence of system failures.

• Define direction and expectations for structured authorization governance.

• Shape oversight practices for integration, information security, and reporting alignment.

• Strengthen access quality compliance across all Licensing Agency systems.

• Establish and enforce governance controls for granting roles, privileges, and user entitlements.

• Conduct periodic (quarterly/biannual) reviews of user access rights to ensure alignment with approved governance, security, and segregation-of-duties policies.

• Contribute to the development of preventive governance frameworks that reduce access risks and improve system integrity.

• Support institutional compliance with RTA security, quality, and access management policies.

Operations

• Oversee structured authorization workflows and confirm policy-aligned application.

• Validate licensing-system integrity, configuration accuracy, and readiness before digital rollout.

• Oversee and monitor access provisioning workflows based on approved job roles and entitlement matrices.

• Review, validate, and manage system access rights and privileged user permissions.

• Coordinate with SMD to assess and approve high-privilege and sensitive access requests.

• Perform periodic user access reviews in accordance with RTA information security policies, revoking unnecessary or obsolete privileges in coordination with business units.

• Deliver security awareness sessions for permanent users of Licensing Agency systems.

• Coordinate with SMD to conduct vulnerability assessments and penetration testing for system changes, releases, or upgrades.

• Supervise the remediation of security findings and manage risks related to Licensing Agency systems.

• Lead technical incident analysis and assess the effectiveness of corrective and preventive actions.

• Conduct compliance audits for operators and service providers to verify adherence to integration, access, and security requirements.

• Promote information security awareness in collaboration with relevant organizational units.

• Review and manage system access rights and privileges and direct approved ones to support quality section to implement.

• Liaise with SMD department to study highly privilege access requests.

• Coordinate with LA monitoring department for systems security access requests whenever an investigation is triggered.

• Periodically review systems registered users as per RTA security policies and user access rights and revoke unneeded rights with a coordination with business department.

• Deliver security awareness session to all LA systems eternal users.

• Liaise with SMD department for penetration tests and vulnerability tests for changes or release.

• Supervise addressing of security finding and risks related to LA systems.

• Conduct site surveys for service provider to check their compliance with RTA security controls and standards.

• Ensure accuracy and security of systems managing violation exchange and collection.

• Perform audits of operators and providers to verify compliance with integration and security requirements.

• Oversee preparation and controlled release of experimental datasets for partner integration checks.

• Promote information-security awareness in coordination with responsible units.

Product / Process Improvement

• Strengthen system-quality practices based on compliance reviews and failure analysis.

• Enhance integration and authorization processes through structured evaluation findings.

• Liaise with SMD department to prepare security awareness materials targeting service providers and users.

Physical Working Conditions

• Primarily office-based role focusing on quality control of technical systems.

Job Qualifications & Requirements

  • Bachelor's degree/Master's degree in Computer Science, Systems Engineering or related field
  • 3+ years in case of Master's degree or higher (5+ years in case of Bachelor's degree)
