Job Description

IHCC Egypt is seeking a highly experienced and skilled Senior Tendering Engineer to join our dynamic Design team in Cairo for large-scale projects in the MENA region.

As a Senior Tendering Engineer in a Design Office, you will play a pivotal role in leading and managing a complex Tendering Engineering Team (Architecture, Civil, Mechanical & Electrical) for various projects from concept to completion. You will be responsible for developing the tendering packages that meet all applicable codes and standards. You will also be responsible for mentoring and guiding junior engineers, ensuring that they develop the skills and knowledge necessary to succeed in the profession.

The Senior Tendering Engineer plays a crucial role in managing the financial aspects of construction projects. You will be responsible for preparing technical specifications, cost estimates, analyzing tenders, controlling project budgets, and ensuring projects are completed within financial constraints. This role requires a strong understanding of construction methods, materials, and costing principles, as well as excellent analytical and communication skills.

Job Responsibilities:

  • Review, manage, and monitor Tendering Team (Architecture/Civil, Mechanical, and Electrical)
  • Prepare & review:

- Bills of Quantities (BOQs) from design/tender documents and drawings.

- Technical Specifications from design/tender documents and drawings.

- Cost Estimates from design/tender documents and drawings.

  • Analyze tenders and recommend the most cost-effective proposals.
  • Develop and maintain project budgets and cost forecasts.
  • Monitor project expenditure and identify potential cost overruns.
  • Implement cost-saving measures and value engineering initiatives.
  • Review and approve subcontractor invoices.
  • Prepare and submit progress reports to stakeholders.
  • Liaise with project managers, engineers, and architects on tender-related matters.
  • Build, manage, and mentor a team of junior QS, specs & cost engineers.
  • Stay up to date with industry trends and best practices in cost management.
  • Prepare and submit a full Tender Package for the related engineering projects.
  • Pre-tender and post-tender coordination with contractors

Qualifications:

  • Bachelor's degree in Architecture Engineering / Civil Engineering, with experience in Quantity Surveying, Construction Economics, or related field.
  • 10 -15 years of experience as a licensed engineer with a proven track record of success.
  • Proven experience in the following:

- Quantity Surveyor

- Specification Writer

- Cost Engineer

- Bills of Quantities (BOQs)

- Cost Estimates

- Budget Controls

- Method of Measurement (MOM).

  • Excellent understanding of construction contracts and procurement processes.
  • Proficient in MS Office Suite and relevant cost management software.
  • Membership of a professional body (e.g., RICS, ACostE) is a plus.
  • Proven track record of success in leading and managing complex projects.
  • Strong understanding of engineering tenders principles and practices.
  • Strong analytical and problem-solving skills.
  • Effective communication and interpersonal skills.
  • Proven ability to manage multiple projects simultaneously.
  • Proficient in AutoCAD, Revit, BIM, Navisworks, and other engineering design software.
  • Previous experience in different types of projects in the Gulf (Hospitals and healthcare facilities, hospitality, educational buildings, residential, administration, and mixed-use buildings).
  • LEED-Certified candidates is a plus.
  • Fluency in English and Arabic is required.

  • Experience and Knowledge of residential, mixed-use, and office design projects.
  • Knowledge of the tendering process & requirements in the MENA region.
  • Familiarity with Gulf projects, materials specifications, and prices.
  • Ability to troubleshoot and resolve tendering problems.
