General & Commercial Duties
- Prepare and submit periodic Tender & Procurement reports, including tender progress, RFQs, procurement status, achievements, and outstanding actions.
- Coordinate with Tendering, Technical Office, Procurement, Commercial, and Project teams to ensure timely execution of assigned activities and proper alignment of requirements.
- Execute and follow up on assigned commercial and administrative tasks, ensuring compliance with company procedures and deadlines.
- Review and execute the complete tendering process by studying drawings, specifications, BOQs, scope of work, and contract documents; identify missing information, prepare clarifications, and coordinate with the Technical Office and relevant departments.
- Perform quantity surveying, cost estimation, and detailed price analysis for all tender items, including materials, labor, equipment, subcontractors, and other cost components, ensuring accurate and competitive pricing.
- Obtain and analyze market prices by sourcing quotations for materials, subcontractors, specialized works, and nominated/specialized items from suppliers and specialized companies; prepare commercial comparisons, evaluate offers, and incorporate approved rates into the tender pricing.
- Prepare, review, finalize, and submit complete tender offers including technical and commercial requirements, pricing, qualifications, and supporting documents, and follow up on the tender until finalization, submission, and handover to the client.
- Execute and manage RFQs and procurement activities for materials, equipment, services, consumables, fixed assets, and subcontracted works across all disciplines.
- Evaluate, prequalify, register, and maintain vendors and subcontractors; develop and update databases based on capabilities, experience, commercial offers, and performance.
- Prepare and process POs for approved materials and services, coordinate approvals, and follow up with suppliers and subcontractors to ensure compliance with project requirements.
- Follow up on material delivery, production, expediting, and required documentation; conduct vendor visits when necessary and resolve technical, commercial, and delivery issues
- Prepare, review, negotiate, and finalize subcontract agreements for project works, including defining scopes, commercial terms, payment conditions, contractual obligations, and required documentation, and follow up on the contract execution throughout the project lifecycls
- Generate and maintain RFQ, quotation, vendor, subcontractor, and PO reports using the ERP system and MS Excel.
- Monitor tender and procurement activities against deadlines, budgets, and project requirements, highlighting risks, delays, and required actions to management.
- Research construction methods, materials, systems, suppliers, and market prices and maintain an updated technical and commercial resource library.
- Bachelor of Engineering Degree - Architecture (preferable) or Civil
- 5:7 years of Experince
- One of PRMG, PMP, CLAC certificate equivalents is an advantage.
- Excellent communication skills.

- Good command of English written and spoken.

- Experience in dealing with complex tenders.
- General MS Office Program skills.
- Flexibility and ability to adapt to change.
- Demonstrating previous exposure to contracts and an understanding of basic contract language Providing proven leadership and management experience.
