Overview / Job Purpose

The Sourcing & Contracts Analyst – IT will support the IT Department in managing sourcing, tendering, procurement, and contract administration for technology systems, software, cloud solutions, infrastructure, cybersecurity, and digital services.

The role will ensure procurement activities are carried out in line with Qatar Government procurement requirements, governance standards, and internal policies while supporting effective vendor management and commercial outcomes.

Key Responsibilities

• Manage end-to-end IT sourcing and procurement activities, including RFP/RFQ scoping, preparation, tendering, evaluation, negotiation, and award.
• Ensure procurement activities comply with applicable Qatar Government procurement procedures and internal governance requirements.
• Conduct market analysis, commercial evaluations, and cost benchmarking to support competitive sourcing and vendor selection.
• Prepare, review, and administer IT contracts covering software licensing, cloud services, infrastructure, cybersecurity, implementation, and technology services.
• Monitor vendor performance, contractual obligations, SLA compliance, renewals, and key milestones.
• Maintain accurate contract registers, procurement documentation, evaluation records, and progress dashboards.
• Coordinate with IT, Finance, Legal, Procurement, vendors, and other stakeholders throughout the sourcing and contracting lifecycle.
• Support audit requirements and ensure complete documentation in line with governance and control standards.
• Support the digitalization and continuous improvement of procurement workflows, reporting, and contract management processes.

Qualifications & Experience

• Years of experience: Minimum 12 years of relevant experience, with strong exposure to IT procurement, strategic sourcing, tendering, or contract management.
• Education: Bachelor's degree in Information Technology, Business Administration, Supply Chain Management, Procurement, or a related discipline. Master's degree is preferred.
• Industry exposure: Demonstrated experience within utilities, energy, government, or similar regulated sectors in Qatar.
• Strong working knowledge of Qatar Government tendering and procurement regulations and government procurement practices.
• Experience sourcing IT categories including software, cloud services, infrastructure, cybersecurity, licensing, and technology services.
• Hands-on experience with ERP and e-Procurement platforms, such as SAP, Oracle, or equivalent systems.
• Strong commercial analysis, contract administration, negotiation, documentation, and stakeholder management skills.
• Familiarity with Ministry of Finance (MOF), State Audit Bureau requirements, and government tender committee practices. CIPS, PMP, ITIL, or other relevant professional certifications are preferred.

Candidates with relevant IT procurement and contracting experience in Qatar will be given priority. However, we also welcome applications from qualified candidates outside Qatar with strong experience in IT sourcing, tendering, procurement, and contract management.
