Job Description
Summary
The Specialist – Human Capital is responsible for delivering accurate, timely, and compliant Human Capital operational services across the employee lifecycle. The role will have primary responsibility for payroll administration, CBUAE-related reporting, UAE pension administration, employee relations support, and employee separation and exit formalities.
The position ensures that employee records, payroll transactions, statutory submissions, and HR documentation are maintained accurately and in compliance with UAE Labour Law, applicable regulatory requirements, internal policies, and approved authorities.
Key Responsibilities
Payroll & Compensation Administration
- Manage the monthly payroll process, ensuring accurate and timely processing of salaries, allowances, deductions, incentives, overtime, leave adjustments, and other payroll components.
- Validate payroll inputs including new joiners, salary changes, promotions, transfers, unpaid leave, deductions, and employee exits.
- Conduct payroll reconciliation and variance checks before final processing and approval.
- Coordinate with Finance and relevant stakeholders for payroll processing, funding, reconciliation, and accounting requirements.
- Ensure accurate processing in line with the Wage Protection System (WPS), where applicable.
- Maintain complete payroll records and supporting documentation for audit and regulatory purposes.
- Process employee-related payments including leave salary, reimbursements, advances, deductions, and end-of-service settlements.
- Support annual compensation-related exercises including salary reviews, bonuses, and other approved employee payments.
CBUAE & Regulatory Reporting
- Prepare and coordinate Human Capital-related reports and information required by the Central Bank of the UAE (CBUAE) and other relevant regulatory authorities.
- Maintain accurate employee and workforce data required for regulatory submissions, inspections, and audits.
- Support reporting relating to headcount, Emiratisation, employee demographics, compensation, key appointments, and other regulatory requirements, as applicable.
- Coordinate with Compliance, Finance, Risk, and other stakeholders to ensure consistency and accuracy of regulatory information.
- Maintain proper records and supporting documentation for all regulatory submissions.
- Monitor applicable regulatory requirements and ensure Human Capital processes and records remain compliant.
Pension Administration
- Manage pension registration and administration for eligible UAE and GCC national employees.
- Process new registrations, salary contribution updates, employee changes, and deregistration with the relevant pension authorities.
- Calculate and reconcile employer and employee pension contributions.
- Ensure pension contributions and submissions are completed accurately within prescribed timelines.
- Coordinate with Finance for payment and reconciliation of pension contributions.
- Maintain accurate pension records and resolve discrepancies with employees and relevant authorities.
Employee Relations & HR Operations
- Act as a point of contact for employees regarding HR operational matters, payroll queries, policies, benefits, leave, and employment-related documentation.
- Support employee relations cases, including grievances, disciplinary matters, attendance concerns, and policy violations.
- Prepare employee letters and documentation including salary certificates, NOCs, employment confirmations, warning letters, and other HR correspondence.
- Ensure employee matters are handled professionally, consistently, confidentially, and in accordance with internal policies and UAE Labour Law.
- Maintain accurate employee records and ensure timely updates to the HR system and personnel files.
- Support internal and external audits by providing required employee documentation and records.
Employee Exit & Final Settlement
- Manage the end-to-end employee separation process for resignations, terminations, retirements, and other forms of employment cessation.
- Coordinate clearance formalities with IT, Finance, Administration, line managers, and other relevant departments.
- Calculate and validate final settlements including salary, leave encashment, end-of-service benefits, deductions, notice-period adjustments, and other applicable payments.
- Prepare separation documentation, acceptance letters, experience certificates, and other required correspondence.
- Coordinate cancellation of employment visas, work permits, medical insurance, pension registrations, and other employment-related arrangements.
- Conduct or coordinate exit interviews and maintain appropriate records of employee feedback.
- Ensure final settlements and employee exits are completed within applicable legal and organizational timelines.
HR Governance, Systems & Reporting
- Maintain accurate and up-to-date employee information within the HRMS.
- Prepare periodic Human Capital reports covering headcount, payroll, turnover, employee movements, exits, pension, leave, and other operational metrics.
- Ensure employee documents and records are maintained in accordance with data confidentiality and record-retention requirements.
- Identify opportunities to automate and improve HC operational processes, controls, and employee experience.
- Maintain process documentation, SOPs, checklists, and trackers for key Human Capital Operations activities.
- Support Human Capital projects and other operational activities as assigned.
Qualifications & Experience
- Bachelor's degree in Human Resources, Business Administration, Finance, or a related discipline.
- Minimum 5–7 years of Human Resources/HC Operations experience, preferably within banking, financial services, insurance, or another regulated organization in the UAE.
- Strong hands-on experience in UAE payroll processing and payroll reconciliation.
- Practical knowledge of UAE Labour Law, WPS, end-of-service benefits, and employment regulations.
- Experience handling UAE/GCC pension administration and working with relevant pension authorities.
- Experience preparing CBUAE or other regulatory HR/workforce reports is strongly preferred.
- Experience handling employee relations matters and employee separation processes.
- Strong working knowledge of HRMS/payroll systems and Microsoft Excel.
