Sr. Manager, Xrange
The Senior X-Range Manager is responsible for the operational management and oversight of all activities across the X-Range estate, ensuring safe, efficient, and commercially effective service delivery. This senior leadership role requires a highly motivated and hands-on manager with strong business development awareness and solid expertise in ITEA test operations across Land, Maritime, Air, Electronic Warfare (EW), and Instrumentation testing domains.
The role focuses on translating strategic objectives into operational execution, driving performance standards, ensuring regulatory compliance, optimizing resource utilization, and maintaining strong customer relationships. The Senior X-Range Manager works closely with internal leadership and external stakeholders to enhance range capability, support revenue growth, and ensure operational excellence across all functions.
Key Accountabilities:
Executive Leadership & Strategy
- Develop and implement a comprehensive X-Range strategy aligned with corporate growth objectives.
- Manage daily operations across Operations, Technical Services, and Logistical Services functions.
- Drive management analysis, planning techniques, and performance optimization initiatives.
- Establish KPIs, dashboards, and structured reporting mechanisms to enhance operational performance.
- Oversee workforce planning, training, development, and performance management of all range staff.
ITEA & Multi-Domain Test Operations
- Manage integrated test operations across: Land Systems, Maritime Systems, Air Systems, Electronic Warfare (EW) and Instrumentation & Data Acquisition
- Ensure all trials are planned, de-conflicted, and executed in accordance with approved test plans.
- Ensure trial zones are fully prepared, equipped, and operationally ready.
- Oversee risk mitigation to ensure all activities are reduced to ALARP (As Low As Reasonably Practicable) levels.
- Escalate medium/high-risk activities to senior leadership as required.
Range Safety & Regulatory Compliance
- Ensure compliance with UAE authorities and MOD safety regulations and international standards for safe range operations.
- Implement robust risk assessment processes for all hazardous activities.
- Establish safe management arrangements for contractors and subcontractors.
- Ensure effective accident investigation mechanisms are in place.
- Liaise with authorities to obtain required certifications, SLAs, and MOUs.
- Manage regular management and staff meetings to ensure alignment and operational consistency.
Stakeholder & Customer Management
- Serve as the primary customer interface and executive focal point.
- Maintain strong communication with the government authorities regarding approvals and coordination.
- Ensure all MOUs and agreements with stakeholders and government authorities are current and valid.
- Maintain high client satisfaction ratings and proactively track future trial plans.
- Identify upgrade or capability enhancement requirements based on client needs.
Revenue Generation & Business Development
- Identify potential clients, understand their operational pain points, and propose solutions.
- Support International Business Development in building and executing sales strategies.
- Advise leadership on new opportunities, onboarding risks, and capability expansion.
- Contribute to sustainable revenue growth and client retention strategies.
Reporting & Governance
- Deliver structured progress and operational status reports.
- Oversee Quality Reviews, Audits, HSE reporting, and Operations Security reporting.
- Ensure compliance with MOD reporting requirements.
- Provide weekly trials delivery reporting.
- Manage incident reporting and high-risk activity escalation processes.
Experience & Qualifications.
- Bachelor's degree in Engineering (Explosives, Aerospace, Mechanical, Electrical, Systems, or related field)
- Master's degree in Engineering, Defense Studies, Business Administration (MBA), or related discipline preferred
- Relevant professional certifications in Test & Evaluation, Safety Management, or Program Management are advantageous
- Minimum 15+ years of experience in defense, test & evaluation, or complex operational environments
- At least 810 years in senior leadership or range management roles
- Proven experience managing multi-domain test operations (Land, Maritime, Air, EW, Instrumentation).
- Senior leadership experience managing complex test range operations
- Strong experience working with MOD authorities and government regulatory bodies
- Strong knowledge of ITEA and multi-domain test environments
- Extensive background in safety governance
