About the Role Sr. Procurement Engineer (Civil)
The Senior Procurement Engineer Civil is a key strategic role responsible for overseeing and optimizing civil procurement activities across multiple projects. This position goes beyond transactional procurement and requires strong leadership, advanced negotiation capabilities, and the ability to drive cost optimization, supplier performance, and procurement governance.
You will work closely with project teams, commercial, design, and senior stakeholders to ensure procurement strategies are aligned with project timelines, budgets, and organizational objectives.
Key Responsibilities
- Lead end-to-end civil procurement for multiple construction projects
- Develop and execute procurement strategies for civil works and materials
- Procure major civil materials including concrete, steel, formwork, blocks, waterproofing systems, finishing materials, and subcontracted works
- Review and validate BOQs, drawings, specifications, and procurement scopes
- Float RFQs/RFPs, conduct technical and commercial evaluations, and lead high-value negotiations
- Finalize vendor selection, contracts, rate agreements, and long-term supplier partnerships
- Oversee PRs, POs, contracts, variations, and claims in line with approved budgets
- Coordinate closely with project managers, QS, consultants, and site teams to align procurement with project schedules
- Monitor supplier performance, delivery timelines, and quality compliance
- Drive cost optimization, value engineering, and risk mitigation initiatives
- Track procurement budgets and support forecasting and cash flow planning
- Ensure compliance with procurement policies, governance frameworks, and audit requirements
- Mentor and guide junior procurement engineers and buyers
- Prepare procurement reports and updates for senior management and leadership
Qualifications
- Bachelor's degree in Civil Engineering or a related discipline
- 1015+ years of experience in civil procurement within construction or real estate development organizations
- Strong experience handling large-scale, high-value construction projects
- UAE / GCC market experience is highly preferred
Required Skills & Competencies
- In-depth knowledge of civil construction materials, subcontracting, and procurement best practices
- Strong commercial acumen with proven negotiation and contract management expertise
- Ability to interpret and challenge BOQs, drawings, and technical specifications
- Experience with ERP / procurement systems (SAP, Oracle, Dynamics, or similar)
- Strong stakeholder management and cross-functional collaboration skills
- Analytical mindset with a focus on cost control, risk management, and value creation
- Leadership capability with experience mentoring or managing procurement teams
- Ability to perform in a fast-paced, multi-project environment
