Responsibilities
- Manage all pre-contract commercial matters, including proposal preparation and approvals in accordance with company policies and procedures
- Enforce use of Penspen Proposal Management Procedure
- Ensure that all relevant data and information compiled during the tender development phase is considered and made available to all tender team members and approving management
- Maintain accurate records and files of all the proposal data
- Liaise with all tender team members to ensure accuracy and compliance with client requirements and the commercial strategy as defined by the Region Sales & Marketing Director and Manager of Proposals
- Ensure the smooth running of the proposal within the correct time and financial parameters
- Effectively liaise with Technical Bid Manager, Estimation Team and Engineering Director for ensuring technically superior and commercially competitive proposal preparation
- Alert Manager of Proposals to potential problems in proposal development / production
- Assist in negotiation and clarifications
- Ensure that all applicable advice is received from support functions including but not limited to finance, tax, insurance, legal, compliance and treasury
- Supervise commercial handover of Wins to operations during project set-up, ensuring coordination/ administration procedures are in place
- Ensure all commercial processes are processed through CRM
- Carry out work assignments to the highest quality level
- Understand and comply with quality, safety, and company policies of Penspen
- Follow Penspen compliance policies

Knowledge / Experience (Skills)
- Strong experience in managing Concept, Studies and FEED Proposals. Experience in Detailed Engineering and PMC Proposals will be an added advantage.
- Technical bid writing experience, particularly for concept and feasibility studies.
- Fluency in spoken and written English is mandatory. Fluency in French will be an added advantage.
- Strong technical/engineering background gained through participation in the preparation of number of concept and feasibility studies and FEED projects for the oil and gas industry for clients in the Middle East, Africa or Europe is mandatory
- Fully acquainted with Microsoft Office Suite; experience in CRM will be an extra advantage.

Qualifications
- Engineering Bachelor's or Master's Degree (Process or Mechanical/Piping preferred)
- More than 10 years Oil & Gas industry Middle East/Africa experience in Engineering Consultancy
