Job Description

CDM Smith is seeking an experiencedStakeholder Engineerto support roads, bridges, and infrastructure projects by managing coordination with all relevant external authorities, utility agencies, developers, contractors, and internal project teams. The successful candidate will ensure smooth project delivery by driving stakeholder approvals, resolving conflicts, managing NOCs, and facilitating technical coordination aligned with CDM Smith's engineering and consulting excellence.

Key ResponsibilitiesStakeholder & Authority Coordination

  • Manage end-to-end coordination with government authorities and agencies such asRTA, ADM/DMT, DOT, DEWA, ADDC, Etisalat, DU, civil defence, municipality, transport departments, and utility providers.
  • Lead stakeholder meetings, prepare minutes of meeting (MOM), track actions, and ensure timely closure.
  • Secure all requiredNOCs, permits, approvals, diversions, and stakeholder clearances forroads, bridges, and infrastructure works.
  • Address stakeholder comments on drawings, designs, and submissions; ensure alignment with authority standards and project requirements.

Project & Technical Coordination

  • Review and provide input on engineering documentation including IFC drawings, shop drawings, method statements, and utility diversion plans.
  • Coordinate with design, construction, and supervision teams to ensure compliance withbridges, roads, and highwayproject standards.
  • Identify conflicts between project works and existing utilities, coordinate mitigation plans with respective authorities.
  • Support project managers in scheduling stakeholder activities, approval timelines, and risk mitigation planning.
  • Facilitate on-site inspections related to stakeholder requirements (e.g., utility diversions, access arrangements, work zone requirements).

Documentation & Compliance

  • Maintain comprehensive records of stakeholder submissions, correspondences, NOCs, and approvals.
  • Prepare weekly/monthly stakeholder progress reports for internal and client updates.
  • Ensure all works comply withlocal regulations, safety standards, and CDM Smith QA/QC procedures.
  • Escalate unresolved conflicts and recommend technical solutions to ensure project continuity.

Mandatory Experience (Must-Have)

  • 10+ yearsof experience as a Stakeholder Engineer / Coordinator onmajor roads, highways, bridges, and infrastructure projects.
  • Strong background in stakeholder management withUAE or GCC authorities(RTA, ADM/DMT, Musanada, Ashghal, etc.).
  • Proven track record managing approvals for key infrastructure elements such asbridge structures, utility corridors, road alignments, ITS works, tunnels, and transportation facilities.
  • Experience coordinating with utility agencies (power, telecom, water, sewer, stormwater, irrigation).
  • Strong knowledge of authority regulations, submission procedures, and approval workflows.

Qualifications

  • Bachelor's Degree inCivil Engineeringor related discipline.
  • Experience working with international engineering consultants or PMCs is preferred.
  • Valid UAE/GCC experience is an advantage.

  • Excellent communication and negotiation skills when dealing with authorities and stakeholders.
  • Strong understanding ofutility protection, diversions, road safety requirements, bridges interface coordination, and rightofway issues.
  • Ability to read and interpret complex engineering drawings and multi-disciplinary coordination layouts.
  • Proactive approach to problemsolving, conflict resolution, and schedule management.
  • Strong documentation, reporting, and followup skills.
