Job Description

  • Role Purpose

To manage stakeholder engagement and compliance activities across all project phases, ensuring timely approvals, permits, and coordination with regulatory authorities. This role applies industry best practices (ISO 21500, PMI PMBOK) and ensures adherence to Employer requirements and KSA legislation.

  • Key Responsibilities

Develop and maintain the Stakeholder Management Plan, including engagement strategy and communication protocols.

Identify all relevant stakeholders and maintain an updated Stakeholder Register.

Coordinate with Employer for Letters of Introduction and obtain all necessary permits, NoCs, and approvals.

Ensure compliance with regulatory requirements, codes, and standards throughout design and construction phases.

Arrange inspections, test witnessing, and secure operational licenses prior to commissioning and handover.

Conduct weekly stakeholder meetings, prepare formal minutes, and submit reports via Aconex.

Monitor subcontractor compliance with stakeholder management procedures.

Maintain accurate records of all approvals and correspondence in a Common Data Environment (CDE).

  • Essential Requirements

Minimum 10-15 years of experience in stakeholder management on large-scale projects.

Strong knowledge of permitting processes and regulatory compliance.

Experience in managing stakeholder engagement plans and registers.

  • Qualifications

Degree in Engineering, Project Management, or related discipline.

Professional certification (e.g., PMI-PMP, RICS, or equivalent) preferred.

  • Industry Standards

ISO 21500 for project management.

PMI PMBOK for stakeholder engagement.

ISO 19650 for document control and CDE management.

ISO 31000 for risk management.

  • Technical Competencies

Proficiency in stakeholder management tools and registers.

Experience with Aconex or similar CDE platforms.

Knowledge of permitting workflows and regulatory authority processes.

Ability to interpret and apply codes, standards, and legislation.

Strong documentation and reporting skills.
