Senior Estimation & Proposals Engineer (Steel Structures & Industrial Equipment)

Job Purpose:

The Senior Estimation & Proposals Engineer is responsible for leading, preparing, and managing comprehensive technical and commercial proposals for steel structures, heavy fabrication, and industrial plant/equipment installation projects. The role involves detailed review of tender packages, precise direct and indirect cost estimation, contractual risk assessment, and supplier evaluation to ensure the submission of competitive, profitable, and compliant bids.

Key Responsibilities:

Tender Package Analysis: Conduct thorough reviews of invitation to tender (ITT) documents, project specifications, engineering design drawings, and Bills of Quantities (BOQ) for large-scale industrial and marine infrastructure projects.

Material Take-Off (MTO): Execute and verify accurate quantity surveying and weight estimations for steel structures, specialized raw materials (plates, sections, pipes), and mechanical installation components.

Industrial Erection & Equipment Costing: Estimate and price site-assembly and erection works, incorporating labor productivity metrics, man-hour estimates, and heavy machinery/crane requirements.

Supplier & Subcontractor Management: Issue clear Requests for Quotations (RFQs) to material suppliers and subcontractors (for specialized components, surface treatments, logistics, and NDT services), and perform rigorous technical and commercial evaluations of their bids.

Cost Modeling & Pricing: Build and maintain detailed, structured cost estimation sheets integrating direct costs (material, labor, fabrication) and indirect overheads, identifying potential cost-saving or optimization opportunities.

Contractual & Commercial Review: Review general and special conditions of contracts to flag financial and legal risks—such as unfavorable payment terms, liquidated damages, or price escalation formulas—and formulate necessary technical qualifications or commercial deviations.

Proposal Delivery & Clarifications: Draft formal technical and commercial submission documents, respond to client technical queries, and actively participate in post-tender clarification and negotiation meetings.

Technical Skills & Qualifications:

Education: Bachelor's Degree in Civil Engineering, Structural Engineering, or Mechanical Engineering.

Experience: 5 to 10 years of proven track record in estimation and proposals specifically within steel fabrication and heavy industrial/equipment installation contracting.

Standards & Codes: Strong familiarity with international steel material standards (e.g., EN, ASTM, SAE), welding specifications, and industrial coating systems.

Contractual Literacy: Solid understanding of commercial contract structures, re-measurable contract frameworks, and general engineering contract standards (e.g., FIDIC principles).

Software Proficiency: Advanced knowledge of Microsoft Excel for financial modeling, alongside hands-on proficiency in drafting/detailing software (AutoCAD / Tekla Structures) for verifying layouts and material take-offs.

Soft Skills:

Strong communication and commercial negotiation skills.

High stress tolerance and the ability to work under tight tender deadlines.
