Strategic & Community Programs Expert (5 Months Hybrid)

A government entity is looking for a Subject Mater Expert to support the implementation community-based initiative for a 5-Months Contract (Hybrid).

Role Summary

The SME will be engaged for a total duration of five (5) months to provide overall analysis, strategic approach formulation, targeted research, and detailed operational design , The primary objective of this engagement is to develop the strategic foundation that will enable the Program to thrive within the third sector ecosystem, while simultaneously finalizing the detailed operational design and content development required for the pilot launch.

Scope of Services & Detailed Deliverables:

To ensure The Program operates within a supportive and high-impact environment, the SME will conduct foundational strategic work:

• International Benchmarking and Best Practices
• Gap Analysis and Strategic Direction
• Operational Design & Content Creation
• Finalization of the Project Charter & Operating Plan

Required Qualifications

The ideal SME should possess:

• Minimum of 10 years experience includes 4+ years in Strategic and Social Service Program Design , 4+ years of work experience with Business Project Management.
• Bachelor's/master's in project management or social research.
• Strong operational planning skills, with the ability to translate high-level strategy into actionable, step-by-step workflows.
• Excellent copywriting and content curation skills, with a deep understanding of Abu Dhabi's cultural landscape and the specific needs of expatriate residents.
• Can start immediately
